Obviously, between the two programs, MPhil is far more attractive because it provides scholarship. For the very same reason, there is far greater competition for MPhil because there is a very small quota (about 0-2) each year it. Please consider take both desirability and feasibility when you make a decision.
A more practical approach is to apply for MACNM first. If admitted, you come to study for a year, of course, at your own expenses. Although MACNM is primarily designed for professional skills, there are an adequate number (about 40%-50%) of courses in the program to train your conceptual, methodological and language skills, which will enhance significantly your chances to get into our MPhil or PhD program or other similar programs in Hong Kong, the U.S., or elsewhere.
Of course, you can apply for both programs to increase your chances.
