美国国家教育技术标准（教师版）
National Educational Technology Standards for Teachers
在《美国国家教育技术标准-学生版》的基础上，美国教育技术国际协会提出，“世界变化了，学生变化了，学习方式变化了，教师的教学，也必须变化！”2000年6月，推出了《国家教育技术标准—教师版》。教师版分为6类技术标准和绩效指标，阐述了教师在信息化环境下教学的基本行为要求：
1、技术操作与概念
教师应对技术上的操作及其概念有充分的理解:
A. 能讲明介绍性的知识,示范操作技能,并对相关的技术(指ISTE中对于学生要求的技术标准)概念有充分的理解。
B.不断掌握新技术和新知识,与时俱进。
2、规划并设计学习环境与学习经验。
教师应依靠技术的支持来规划和设计有效的学习环境与学习经验：
A.教师应逐步创设出恰当的学习机会,运用技术来增强教学策略,以满足学习者多样化的学习需求。
B.在设计学习环境与学习经验时,要运用当前基于技术的教与学的研究。
C.鉴定并寻找技术资源,并对其正确性和适用性进行评估。
D. 计划和管理在学习活动过程中的技术资源。
E. 在信息技术环境中, 设计策略来管理学生的学习。
3、教学、学习、和课程
教师执行的课程计划要包括应用技术来促进教学最优化的方法和策略，教师应该：
A. 根据课程内容标准和学生技术标准，运用技术来增强学生的学习体验。
B. 根据学生的不同的学习需求，运用技术来支持以学习者为中心的教学策略。
C. 运用技术来发展学生高级技能与创造力。
D. 在加强了技术的学习环境中，管理学生的学习活动。
4、评估与评价
教师运用技术来促进各种更有效的评估与评价策略:
A. 用各种评估方法评价学生的学科学习时,把技术运用于评估之中。
B. 利用技术资源来搜集和分析数据,解释结果,并交流成果,来改进教学实践,使学生学习达到最优化。
C. 运用多种评估方法，判断学生是否恰当地运用技术资源来进行学习、交流和提高工作效率。
5、工作效率和专业实践
教师要使用技术来增强他们的工作效率与专业实践，教师应该：
A. 运用技术资源去促进专业发展与终身学习。
B. 不断地进行评价和反思,以便对使用技术来支持学生学习有更好的决策。
C. 运用技术来提高工作效率。
D. 运用技术来和同伴、家长和更大的共同体进行沟通与合作,以关照学生的学习。
6、社会、民族、法律以及人类问题
在PK-12年级学校中，教师要理解围绕技术使用中的社会、种族、法律和人类问题,并根据理解进行教学实践，教师应该:
A. 要教授学生合法的使用技术和遵守伦理,并成为表率。
B. 运用技术资源使有着不同背景、个性与才能的学习者能够或增强学习。
C. 鉴定和使用技术资源来肯定学生的多样性。
D. 促进安全与健康地使用技术资源。
E. 帮助全体学生能够平等地利用技术资源。

Educational Technology Standards
and Performance Indicators
for All Teachers
Building on the NETS for Students, the ISTE NETS for Teachers (NETS•T), which focus on preservice teacher education, define the fundamental concepts, knowledge, skills, and attitudes for applying technology in educational settings. All candidates seeking certification or endorsements in teacher preparation should meet these educational technology standards. It is the responsibility of faculty across the university and at cooperating schools to provide opportunities for teacher candidates to meet these standards.
The six standards areas with performance indicators listed below are designed to be general enough to be customized to fit state, university, or district guidelines and yet specific enough to define the scope of the topic. Performance indicators for each standard provide specific outcomes to be measured when developing a set of assessment tools.The standards and the performance indicators also provide guidelines for teachers currently in the classroom .
- TECHNOLOGY OPERATIONS AND CONCEPTS.
Teachers demonstrate a sound understanding of technology operations and concepts. Teachers:
- demonstrate introductory knowledge, skills, and understanding of concepts related to technology (as described in the ISTE National Education Technology Standards for Students)
- demonstrate continual growth in technology knowledge and skills to stay abreast of current and emerging technologies.
- PLANNING AND DESIGNING LEARNING ENVIRONMENTS AND EXPERIENCES.
Teachers plan and design effective learning environments and experiences supported by technology. Teachers:
- design developmentally appropriate learning opportunities that apply technology-enhanced instructional strategies to support the diverse needs of learners.
- apply current research on teaching and learning with technology when planning learning environments and experiences.
- identify and locate technology resources and evaluate them for accuracy and suitability.
- plan for the management of technology resources within the context of learning activities.
- plan strategies to manage student learning in a technology-enhanced environment.
- TEACHING, LEARNING, AND THE CURRICULUM.
Teachers implement curriculum plans, that include methods and strategies for applying technology to maximize student learning. Teachers:
- facilitate technology-enhanced experiences that address content standards and student technology standards.
- use technology to support learner-centered strategies that address the diverse needs of students.
- apply technology to develop students' higher order skills and creativity.
- manage student learning activities in a technology-enhanced environment.
- ASSESSMENT AND EVALUATION.
Teachers apply technology to facilitate a variety of effective assessment and evaluation strategies. Teachers:
- apply technology in assessing student learning of subject matter using a variety of assessment techniques.
- use technology resources to collect and analyze data, interpret results, and communicate findings to improve instructional practice and maximize student learning.
- apply multiple methods of evaluation to determine students' appropriate use of technology resources for learning,communication,and productivity.
- PRODUCTIVITY AND PROFESSIONAL PRACTICE.
Teachers use technology to enhance their productivity and professional practice. Teachers:
- use technology resources to engage in ongoing professional development and lifelong learning.
- continually evaluate and reflect on professional practice to make informed decisions regarding the use of technology in support of student learning.
- apply technology to increase productivity.
- use technology to communicate and collaborate with peers, parents, and the larger community in order to nurture student learning.
- SOCIAL, ETHICAL, LEGAL, AND HUMAN ISSUES.
Teachers understand the social,ethical,legal,and human issues surrounding the use of technology in PK-12 schools and apply those principles in practice. Teachers:
- model and teach legal and ethical practice related to technology use.
- apply technology resources to enable and empower learners with diverse backgrounds, characteristics, and abilities.
- identify and use technology resources that affirm diversity
- promote safe and healthy use of technology resources.
- facilitate equitable access to technology resources for all students.
