I believe this view is looking northeast from the 人民大桥 Rénmín dàqiáo bridge.

Bicycles and trolleybus are turning the corner into 沿江路 Yánjiāng lù.

Satellite photos suggest that this area was demolished after 1983 to permit bridge expansion.
The most likely location of this photo is in the road just east of the 人民大桥 Rénmín dàqiáo bridge, between 西堤二马路, Xīdīèm? lù and 沿江路, Yánjiāng lù.
The trolleybus terminal in Xīdīèm? lù (lines 2 and 3) was named 文化公园, Wénhuà gōngyuán.

Satellite images suggest that the street and buildings were demolished when the 人民大桥 Rénmín dàqiáo bridge was enlarged.

Several clues suggested that this image was taken in 中山六路 Zhōngshān liùlù at 人民中路 Rénmín zhōnglù, looking westward.
However, after uploading this image, I decided that the above is not correct.
I now believe this is a view of the trolleybus terminal in Xīdīèm? lù (lines 2 and 3). This was named 文化公园, Wénhuà gōngyuán.
(I am not certain about this, however ... it has been more than 25 years!)
