驻阿富汗北约部队空袭被劫持的油罐车,造成大量平民伤亡

据报道9月3日清晨北约驻阿富汗的空军空袭了两辆被劫持的油罐车,造成大约90名阿富汗人死亡。以下为各大新闻社报道的照片,据报道这两辆油罐车在过河时陷入泥沙中,因此塔利班告诉附近的村民,可以免费获得车中的柴油。当时大约有200-250位村民聚集在被劫持油罐车旁取油,空袭造成了油气爆炸、造成了大量的伤亡,在油罐车周围的人几乎全部被炸死。据说执行此次轰炸任务的美军的一家喷气式飞机。攻击发生在半夜2:30。对这次轰炸所造成的结果前后报道混乱,最早报道炸死了56名塔利班游击队,后来有报道其中包括帮助搬运柴油的十余位平民。现在最新的报道是一共炸死了90余人,有10-15名塔利班战士,其余的是附近的平民。此次平民的损失加重了阿富汗各界反对美国和北约的驻军以及在反塔战争中大量伤害平民的行径。

自美国总统奥巴马向阿富汗增兵21,000人并将反恐的主战场从伊拉克转向阿富汗以来,阿富汗的局面日益紧张。上个月是阿富汗战事开战以来驻阿富汗美军死亡人数最高的一个月,共计有51名美军战士在阿富汗战死。

补充消息:消息逐步透明,油罐车被劫持后,先由德军的“KZO”无人侦察机对被劫持的油罐车周边情况进行侦查,据报道油罐车周边除了塔利班武装外没有其他平民。因此北约安全支援部队就召唤美军飞机予以打击。执行这次空袭的是美军F15-E攻击鹰攻击轰炸机。由于空袭是在半夜进行的,加上地面的现场条件已经发生变化。因油罐车过重无法涉水渡河;塔利班武装准备放掉一部分柴油,周围村民蜂拥而上争夺放出的柴油。当时现场聚集的村民多达500名。根据照片分析,主要的炸点并不在两部车上,而是在车的附近,扔下的炸弹为两颗500磅TNT的炸弹,爆炸后引起了大火,因此造成极大的伤亡。伤亡人数的报道前后矛盾。最早说有50余名塔利班武装人员被炸死。后来报道死亡的总人数为90余人,其中塔利班武装人员10-15人;9月5日的报道为死亡70余人,可能将90余人减去塔利班武装人员,就成了70余名平民死亡。

根据受损的两辆油罐车分析,这两辆油罐车可能均不属于联军驻阿富汗的军用油罐车。一辆是有车头的大型油罐车,根据油罐顶部的装饰判断应当是在阿富汗当地雇佣的车辆(印度、巴基斯坦和阿富汗地区的司机喜欢将他们的车辆装饰成大篷车的样式),另一辆是以拖拉机为动力的油罐拖车,更应当是当地的车辆,联军和塔利班双方谁也没有提起开那两辆油罐车的司机的命运,不知他们是否计算在死亡的平民人数中。(跟据外电英文稿翻译综述)。
