To enhance the quality of cadres in the west, for the ten-plus years since the start of western development plan, over 500 cadres from central state authorities, central enterprises and institutions of higher learning went to the west for field practice; over 4,000 cadres from the west went to central committees, state organs and economically-developed areas for field practice.
In order to strengthen the training and intellectual support of high-level talents in the west, such programs like "Light of the West" visiting scholar training project, "PhD Serving Group" selection and appointment work and "Academicians' and Experts' Visit the West" activity has been launched.
Recently, the reporter was told by the central organization department that up to the end of last year, they had trained more than 4,100 cadres for the west and other ethnic minority areas and completed the objective of the ten-year plan: to train cadres as well as technological and economic management talents for the west and other ethnic minority areas.
Ten years ago, the central committee and the state council put forward the strategic plans for western development. Talents are crucial for western development. Development of the west calls for capital and project support, as well as extensive talents and intellectual support. To fulfill this objective, the central committee took many policy measures to provide cadres and talents for the west.
To enhance the quality of leaders and cadres in the west, over the past ten years, cadres from the central units and economically-developed regions often exchanged with those from the west. During the last ten years, over 500 cadres from central state authorities, central enterprises and institutions of higher learning went to the west for field practice, especially in municipal and county party committees and governments so as to directly serve the grass-roots economic and social development; over 4,000 cadres from the west went to central committees, state organs and economically-developed areas for field practice.
To enhance the quality of leaders and cadres in the west, the central committee further strengthened macro guidance for talent development in the west. Talent development policy gave more favor to the west. Through increasing exchange plans for the basic units in the west, guaranteeing the salary of university graduates working in the west and creating preferential conditions for development of people after expiry of sentence, more university graduates were encouraged to work in the west.
In order to strengthen training and intellectually support high-level talents in the west, the "Light of the West" visiting scholar training project was launched. Since the implementation of the project, 6 groups of young technological backbones with potential talents, 1,416 people in all, were chosen from the west. On the other hand, there was "PhD Serving Group" selection and appointment work. Since 2001, in the form of "PhD Serving Group", 9 groups of high-level specialized technological talents, 1,059 people in all, were selected from central state organs, eastern provinces and cities, institutions of higher learning, scientific research institute and medical and hygienic institutions to have field practice in the west. In addition, there was also an "Academicians' and Experts' Visit to the West" activity. Since April 2005, focusing on the key and difficult points in western economic and social development, 120-plus academicians and experts were organized to provide consultancy in the region, to provide many suggestions with high scientific content as well as contributing wisdom and strength to scientific development of the west.
In order to provide talents of high-quality necessary for building a new countryside in the west, since 2008, the central organization department has assigned a 28,000 recruitment quota to the west, accounting for 33 percent of the total and a subsidy from the central financial ministry has come up to 350 million yuan. Since 2004, working together with the Communist Youth League, the central committee has selected over 5,000 university volunteers to instruct rural party cadres in modern distance education in the west. Meanwhile, the central committee has increased investment in modern distance education of rural party cadres in the west.
