10+2 申报，即进口安全申报（Importer Security Filing）和运送人附加要求，要求美国进口商(10项申报内容) 和船公司(2项申报内容)，必须在货物装船前二十四小时，通过AMS 或ABI 系统将电子申报数据送入美国海关。在ISF 申报操作方面，进口商可以委托其信任的海外代理代为申报。
至于ISF 和 AMS申报的不同之处,简单区分为:AMS 申报，主要是提单内的信息，货代在申报时多能管控。而ISF申报主要是供应链上实体单位，部分信息在买方，部分信息在卖方，如何有效的整合这些信息，开始时期比较困难。如果由货代帮忙申报ISF，必须在定舱时，已收集到相关资料。而如果由进口商自己申报，在申报时必须与卖方沟通好一些信息。
下面重要介绍下ISF申报即 “10+2 新规”的内容，如下：
这里提到的“2”，是对船公司的申报要求。
1.船运装载位置计划资料（VESSEL STOW PLAN）
2.装载货柜的状况讯息（CONTAINER STATUS MESSAGE）
接下来的“10”，就是要求登船前二十四小时再增加申报10个新的信息单元。
1.工厂的公司名称和地址 Manufacturer name and address
2.卖方的公司名称和地址 Seller name and address
3.买方的公司名称和地址 Buyer name and address
4.货物送达的公司名称和地址 Ship to name and address
5.进口商的海关登记号 Importer of record number
6.收货人的美国保税号码 Consignee number
7.所有货品的原产地 Country of origin of the goods
8.海关关税编号（六码） Harmonized TariffSchedule No. 6 digit
9.货柜的装柜地址 Container stuffing location
10.拼箱的公司名称和地址 Consolidator name and address
这个ISF申报很重要的。一不小心就会罚款USD5000。我第一次做就是因为没有按时做好，罚了USD1000。不过第二，三次就好了。这个是因为恐怖分子越来越多，美国那边才搞的这个鬼东东的。
AMS NO.和AMS HBL NO.是有区别的，AMS HBL NO.就是HBL NO.AMS NO.是AMS发出后产生的一个回执号码，一般由SCAC CODE+MBL NO.+A组成，也有SCAC CODE+回执流水号组成的，要问清楚的
问：ISF10+2表格上要提供AMS House B/L#和AMS Master B/L#，货代提供的是AMS NO.和MBL NO，这两者是一回事吗？
另外，Manufactureror Supplier 是工厂，但工厂没有英文名称吗，我安拼音编可以吗？
答：AMS MASTER B/L # 是船东单的提单号，AMS HOUSE B/L#是货代单的提单号。看货代给你们的是船东单还是货代单，如果是船东单，10+2ISF只要填船东单号就行。如果是货代单，提单上会显示两个号，一个是船东单号，一个是货代单号。
另外，工厂名可以按拼单来编的，我就是按拼单编的哦。
