引言
INTRODUCTION
本指南旨在向用户简明介绍福建海事局船舶交通管理服务系统,即其所包括
的福建沿海船舶交通管理服务系统（以下简称“沿海VTS”）、湄洲湾船舶交通
管理服务系统（以下简称“湄洲湾VTS”）和厦门船舶交通管理服务系统(以下
简称“厦门VTS”)的概况，以及福建海事局所属的福州、泉州和厦门船舶交通
管理服务管理中心（以下称福州、泉州和厦门VTS中心）有关船舶交通管理服
务方面的要求及用户需要了解的通航环境情况，以增进VTS中心与用户之间的
理解和合作，促进船舶航行安全，提高交通效率，保护水域环境。
Thisguideispublishedinordertoprovidetheuserswithabriefintroductiontothe
FujianMaritimeSafetyAdministrationVesselTrafficServiceSystemwhichincludes
FujianCoastalVesselTrafficServiceSystem(hereinafterreferredtoasCoastalVTS
System),MeizhouGulfVesselTrafficServiceSystem(hereinafterreferredtoas
MeizhouGulfVTSSystem),andXiamenVesselTrafficServiceSystem(hereinafter
referredtoasXiamenVTSSystem),andtherequirementoftheFuzhou,Quanzhou
andXiamenVesselTrafficServiceCenterofFujianMaritimeSafetyAdministration
(hereinafterreferredtoasFuzhou,QuanzhouandXiamenVTSCenter)concerning
trafficmanagementandserviceaswellasnavigationinformationwhichmaybenecessary
forvessels,topromotetheunderstandingandcooperationbetweenVTSCenterand

系统概况
PARTONECOASTALVTS
SYSTEMSUMMARY
说明：所有位置均参照WGS84世界大地坐标系统
系统组成：沿海VTS包括九个雷达站（烟台顶山、火焰山、君山、九重山、
烟墩山、大山、南太武山、虎头山、岩仔山）三个VTS中心，各中心地理坐标
如下：
福州VTS中心25°58′57.5″N，119°27′06.2″E
泉州VTS中心24°54′12.0″N，118°35′42.0″E
厦门VTS中心24°27′28.0″N,118°02′08.4″E

沿海VTS系统的主要技术设备及性能：
1、雷达监控系统：有效作用距离25海里，具有自动跟踪、危险报警、视频

录像与重放等功能。
2、船舶数据处理系统：单个雷达站可同时处理700个以上移动目标和200
个静止目标，系统跟踪能力大于12000个目标。
3、VHF通信系统：有效作用距离25海里，具有24小时连续录音与重放等
功能。

movingtargetsand200fixedtargetsatsametime,thetrackingabilityofthesystemis
morethan12000targets.
3.VHFCommunicationSystem:Effectiverangeis25nauticalmiles,withaudio
recordingof24consecutivehoursandreplayingfunctions.

加入VTS系统的船舶。
Users:Shipswhichareequippedwiththerequiredcommunicationequipmentin

VTS.
服务区域：是由L1、N1、N2、N3、L4五条报告线所围成的，各港口水域
除外的福建沿海水域。
“L1报告线”是由26°30′00″N/120°03′15″E和26°30′00″N/120°
30′00″E两点组成的连线。
“N1报告线”是由26°30′00″N/120°30′00″E、26°00′00″N/120°
08′25″E和25°26′05″N/120°21′00″E三点组成的连线。
“N2报告线”是由25°26′05″N/120°21′00″E和24°30′50″N/119°
11′46″E两点组成的连线。
“N3报告线”是由24°30′50″N/119°11′46″E和23°30′00″N/117°
55′32″E两点组成的连线。
“L4报告线”是由23°36′12″N/117°14′00″E、23°30′00″N/117°

民共和国船舶交通管理系统安全监督管理规则》和《福建沿海船舶交通管理服务
系统安全管理实施细则》在本管理服务区域实施船舶交通管理，提供交通服务。

船舶报告（ShipsReport）
适用船舶：
1、客船；
2、载运危险货物及有害有毒货物的船舶；
3、从事拖带的船舶；
4、3000总吨及以上的其他船舶。
其它要求报告船舶：
其它船舶可自愿参加船舶动态报告。

船位报告：
1、船舶由L1、N1、L2报告线进入第一区时应向福州交管中心报告；
2、船舶由L2、N2、L3报告线进入第二区时应向泉州交管中心报告；
3、船舶由L3、N3、L4报告线进入第三区时应向厦门交管中心报告。

本VTS区域共分为三个区，各区范围如下：

各报告线位置如下：
1、“L1报告线”：由26°30′00″N/120°03′15″E和26°30′
00″N/120°30′00″E两点组成的连线。
2、“L2报告线”是由25°26′05″N/119°45′30″E和25°26′
05″N/120°21′00″E两点组成的连线。
3、“L3报告线”是由24°30′50″N/118°34′15″E和24°30′
50″N/119°11′46″E两点组成的连线。
4、“L4报告线”是由23°36′12″N/117°14′00″E、23°30′00″

船舶发生或发现交通事故、污染事故、机损事故或人员意外等紧急情况时发出。

注意:船舶进入沿海VTS区域内各港口水域时还需按规定进行相应的报告

系统概况
SYSTEMSUMMARY

系统组成：湄洲湾VTS规模为“二站一中心”，即惠屿雷达站
（25°10′45″N，118°59′24″E）、烟墩山雷达站（25°02′54″
N，119°07′15″E）和泉州VTS中心（24°54′12″N，118°35′
42″E）组成。

湄洲湾VTS系统主要技术设备及性能：

3、VHF通信系统：有效作用距离25海里，具有多频道录音功能。
4、船舶自动识别系统：有效作用距离25海里。

及引航员编号。

督管理规则》、《厦门船舶交通管理系统安全监督管理细则》和《厦
门市海上交通安全管理条例》在厦门交通管理服务区域实施船舶交

航路规则（RouteRegulations）
适用船舶：
按有关国际公约和国内规范规定应配备通信设备及主管机关要求加入VTS系统的船舶。
航路：
厦门湾航道主要有十万吨级主航道、海沧航道、东渡航道、鹭江航道、马銮航道、漳州航道和后石航道。
进出港限制：
厦门湾航道是有条件的双向通行，如船舶尺度超过通航能力、气象恶劣或发生危险情况，船舶进出港可能会受到限制。
超过500总吨的船舶禁止在鹭江水道航行;水线以上高度大于53米的船舶被限制进入东渡航道跨海电缆和海沧大桥的区域。
航速限制：
船舶航行应遵守主管机关公布的航速限制规定，采取安全航速，并遵守下列各区域最高航速限制：
500总吨以上船舶：A区为15节，B区为12节，C区为10节，D区为8节。
未满500总吨船舶：A区为18节，B区为12节，C区为12节，D区为10节。
A区为青屿至墓前礁灯桩航段；B区为墓前礁灯桩至兔屿的东渡航段；C区为海沧港区航道及东渡航段兔屿以北至马銮、高崎航段；D区为鹭江水
道，外户碇灯浮与棺材礁灯桩之间海域。

Restrictionsforentryanddeparture:
Xiamengulffairwaysareofconditionaltwo-waytraffic.Limitationmaybeimposedonover-sizedshipsorbadweatherconditionordangeroussituation.
Vesselsofmorethan500grosstonnagesshouldnotproceedtoLujiangChannel;Air-draftover53metersshouldnottransitDongduFairway.
Speedlimitation:Vessels’speedshouldnotexceedthelimitedspeedsineachareaasfollowing:
