洛杉矶塞港，船公司收取港口拥堵费PCS 由于美国码头劳工谈判失败，工人罢工，造成如今美西港口（洛杉矶、长滩、奥克兰、西雅图、塔科马）拥堵、瘫痪的局面。这个情况短时间应该无法缓解，码头滞工一天，后续至少就要用两天的时间缓解。
1.原通知从2014.11.17到港的柜子开始收取PCS港口拥堵费。费用：USD 800/20GP、USD 1000/40GP、USD 1125/40HQ、USD 1266/45HC 2.由于在起运前未告知此费用，临时加收，FMC（美国联邦海事委员会）叫停了此收费。 3.而后，船东通知从2014.11.26起起运港入港的货柜，到美西港口后开始增收。 4.为避免码头完全瘫痪，会导致今年的感恩节和圣诞节的销售损失将会史无前例的惨重，全美零售联盟(National Retail Federation)已经心急如焚。由105个零售业业者协会联署上书美国总统奥巴马，要求联邦政府赶快指派仲裁员介入，以免情势进一步恶化。现，静观其变，希望美西码头尽快恢复以往的效率。 Dear Valued Customer, We are continuing to face challenges in our service delivery due to ongoing congestion in the U.S. West Coast, negatively impacting the terminals within our network. Though we are working closely with our terminal partners and making all possible efforts to protect your supply chain despite the undesirable circumstances, the situation has gone beyond our control. In the midst of the continuous slowdown in operation caused by the labor unrest in the U.S. West Coast, our vessel/terminal operation is being heavily affected by severe congestion, which is creating operational delays and mounting costs ranging from vessel, terminal, and fuel to administrative expenses.
