According to the Annual Report on the Analysis of Beijing Society-Building launched by the Beijing University of Technology, the Beijing Municipal Social Work Committee and the Social Sciences Academic Press in Beijing, the structure of social strata and demographic structure should be optimized further. Data from the Sixth National Census of China in 2010 show that the upper class and upper middle class only account for 2.97 percent of the whole population in Beijing while the middle class made up 35.85 percent and the lower middle class and the lower classes formed 61.17 percent %. If the population of Beijing's middle class has been growing at a rate of one percent a year since 2010, the middle class in Beijing is expected to reach about 40 percent in 2015 and 50 percent by 2025. Beijing as an international city suffers from a lack of international talents. Due to regional disparities in the development in Beijing, talented people can hardly stay in suburban areas and counties. The report says that Beijing will be confronted with a growing problem of low birthrates and ageing population. According to the report, 60 percent of Beijing-educated "outsiders" covered said they will leave Beijing in the future. They explained reasons behind their departures, such as being unable to afford a house, better prospects for career advancement or to improve their incomes. If these problems cannot be solved properly, nearly 80 percent of graduates without Beijing hukous will choose to leave Beijing.
