刚去查了一下,是Robert R. Wilson 1969年面对United States Congress Joint Committee on Atomic Energy要钱时说的（不知道这个组织的官方译名……） 后来这笔钱变成了大名鼎鼎的费米国立加速器实验室，而Wilson本人成了第一任主任。著名的正负质子对撞机Tevatron，发现顶夸克那玩意儿，就是费米实验室所属的。（可是它去年被关了！！！）

所以Wilson这家伙还是挺有预见性的嘛……
