Debate Over British EU Exit Heats Up

As the rival campaigns kicked off this week,the “In” campaign — full title “Britain Stronger in Europe” — was seemingly given an early boost by an admission from the International Monetary Fund warning of “severe regional and global damage” if Britain votes to leave.

随着对手阵营本周展开活动,反对英国退欧的游说团体(全称英国在欧盟会变得更强大)看来似乎取得了早期的活动高涨,因为此前国际货币基金组织发出警告称若英国表决退欧,“会造成严重的区域性和全球性破坏”。

“We could see the EU fracturing and becoming a much less influential actor globally.If it does so, it will weaken one of the West’s two big centers of power, the EU and the United States.So it will make it harder to address global problems, it will leave the U.S. more isolated than it currently is,and it will embolden other centers of power, it will be Russia, China.”

“我们可以看到欧盟日渐分裂,在全球的影响力也逐渐变小。如果欧盟持续如此,那就会削弱西方两大力量中心(欧盟和美国)之一。因此解决全球性问题将变得更加困难,美国也将比现在更为孤立,而且还会壮大世界上其他力量中心,可能是俄罗斯或是中国。”

The head of the World Bank Thursday added his voice to concerns over a British exit from the EU.

世界银行主席周四补充他对于英国退欧的看法。

“This is an economy, given our projections of lower growth this year, that is not gonna do well with more uncertainty.”

“考虑到今年低速增长的预期,经济情况会因为更多的不确定性,而不能有良好表现。”

The “Out” campaign rejects that argument. One of its lead figures is London Mayor Boris Johnson.

支持英国退欧的阵营反对这一言论。其中的代表人就是伦敦市长鲍里斯约翰逊。

“My view is we should get out from under that systemand have a free-trade arrangement that continued to give access to U.K. goods and services on the European continent.”

The EU is the largest single market in the world.Pro-EU business groups say Britain would have to renegotiate individual trade deals in the event of a British exit.

“To try to renegotiate those locally for the U.K., given the size of trading relationships the UK has, with the U.S. and with the Middle and Far East,I think those would be incredibly challenging.”

Entrepreneur Elizabeth Shanahan says London should not take for granted its position as Europe’s financial capital.

“If there is a Brexit, which hopefully there won’t be,but I would think the day after, I can imagine that, you know, the finance ministers from France and Germany will get together and they’ll work out exactly where the financial hub will be,and it won’t be here in London.”

“如果英国退欧,当然并不想真正实现,但是我想,在退欧之后,我可以想象法国和德国的财政部长会一起并且尽力证明到底金融中心是哪里,而且可以说不会是伦敦。”

So-called “pro- Brexit” campaigners say Britain could build stronger trade links with countries outside Europe, like China and the United States.

所谓的“支持英国退欧派”称英国可以与诸如中国和美国这样的欧洲以外的国家建立更为强有力的贸易联系。

But U.S. President Barack Obama is expected to reiterate his support for Britain’s staying in the European Union during a visit to London next week.

但是预计在下周访问伦敦期间,美国总统奥巴马会重申他对于英国留在欧盟的支持。
