Video of the accident shows the van crashing into another car at an intersection in Chongqing with the children flying out onto the road from a rear door on August 24.
It appears the children weren’t wearing seat belts, and according to CGTN the kids had been playing in the backseat.

Shuangqiao Economic Zone traffic and patrol policeman Yuan Tianchi said the collision forced the van’s rear door open “tossing out the two children”.
A survey of more than 4300 parents conducted by the General Administration of Quality Supervision, Inspect and Quarantine last year found less than 20 per cent of Chinese parents use child safety seats in their cars, according to People’s Daily Online.
