让包括残障者在内的全民享有健康

April 7th is World Health Day! This year's theme is Universal Health Coverage, which just means that all people have access to quality health services, when and where they need them, without facing undue financial hardship. We are working hard with governments around the world to make this a reality. No one should be left behind! #HealthForAll

UNESCO, as the leading UN agency for advancing the disability agenda in China, has been actively engaged in promoting the rights of persons with disabilities. For UNESCO, Health For All also means the right to health for persons with disabilities. 


作为推动中国残障议程的联合国牵头机构,联合国教科文组织积极致力于促进残障人士权利。对于教科文组织而言,人人享有健康也意味着残障者的健康权利。


Article 25 of the UN Convention on the Rights of Persons with Disabilities (CRPD) is Health. Persons with disabilities have the right to the enjoyment of the highest attainable standard of health without discrimination on the basis of disability. Governments are requested to take all appropriate measures to ensure access for persons with disabilities to health services that are gender-sensitive, including health-related rehabilitation. 


联合国《残疾人权利公约》第25条是健康。残障者有权享有可达到的最高健康标准,不受基于残障的歧视。政府应当采取一切适当措施,确保残障者获得考虑到性别因素的医疗卫生服务,包括与健康有关的康复服务。


One of the preconditions of having access to health services for persons with disabilities is having access to adequate information about this right, entitlement, and on how to access health services available to all. 


为残障者提供健康服务的先决条件之一是残障者可以充分接触到有关其健康权利和权益,以及如何获取为全民提供的健康服务的信息。


UNESCO is committed to promoting universal access to information for all, including persons with disabilities. This means providing information intended for the general public to persons with disabilities in accessible formats and technologies. These should be appropriate to different kinds of disabilities and imparted in a timely manner, without additional cost. 


教科文组织致力于促进所有人,包括残障者对信息的普遍获取。这意味着,为残障人士提供适合不同残障类型使用的无障碍格式和技术的公众信息,而且无需额外费用。


One way to access information is through hotline service. In May 2015, China Disabled Persons’ Federation launched a nation-wide hotline service (landline call to 12385). It aims to provide information on laws, regulations, and services for the country’s 85 million persons with disabilities. UNESCO was invited to support the improvement of knowledge database and handbook for call center personnel. 


获取信息的一种方法是通过热线服务。 2015年5月,中国残联开通了热线服务(座机拨打12385),旨在为全国8500万残障者提供有关法律,法规和服务的信息。教科文组织对热线服务中心的知识数据库和人员手册的完善提供了支持。


Technology has opened up new avenue. The China Internet Network Information Center (CNNIC) reports that by end of December 2017, the number of Chinese Internet users reached 772 million. The Internet also provides opportunities for persons with disabilities, including allowing the 12.63 million visually impaired people in China to access information more easily and conveniently. According to a UNESCO-supported survey report, nearly half of the severely visually impaired adults In China acquire information through the Internet as one of the primary channels. However, accessibility remains a major challenge. 


技术开辟了新的途径。中国互联网络信息中心(CNNIC)报告称,截至2017年12月底,中国互联网用户数量达7.72亿。互联网也为残障者提供了机会,包括使中国1263万视障人士更方便地获取信息。根据教科文组织支持的一项调查报告,中国几乎一半的重度视力障碍成人主要通过互联网获取信息。然而,无障碍仍然是一个重大挑战。


Solving the problem requires the government to introduce and implement information accessibility regulations and policies. It also requires that all government entities, private sector, the mass media, and other types of information and services providers, have the understanding and knowhow to provide information and services, including health services in accessible and usable formats for persons with disabilities. 


解决这个问题需要政府引入和实施信息无障碍条例和政策,也需要所有政府部门,私营部门,大众媒体和其他类型的信息和服务提供者都了解和知道如何为残障者提供可获取和可用格式的信息和服务,包括健康服务。


YANG Qingfeng, Operator of the Bang Bang Mang Foundation, is visually impaired. Featured as part of the World Health Day campaign, he shared his aspiration, saying that “I hope that in the future I’ll be able to pick up my white cane and move freely, living a healthy and free life wherever I go.” In order to remove the barriers preventing him and the disabled community in general from enjoying a healthy and free life, we need to make our living environment accessible for all. 


帮帮忙基金运营人杨青风是一位视力障碍者。作为世界卫生日宣传活动的一部分,他分享了自己的心声:“希望未来可以拿起盲杖,说走就走,去哪儿都可以健康自由的生活”。为了消除障碍让他和每一个残障者都享受健康和自由的生活,我们需要构建一个无障碍的生活环境。
