It can't hurt is used when your friend or whoever you re talking to is a little bit nervous or scared to do something. Then you want to show your friend that there won't be any negative consequences to doing this thing, so they just need to do it.

当你的朋友或者你的谈话对象有点紧张或者害怕做某事的时候，你就可以安慰他说It can't hurt。意思就是想让你的朋友知道做这件事不会有任何负面后果，他们只需要去做就行了。

I doubt that he knows where it is, but it can't hurt to ask.
