手提泡沫枪重出江湖，没新意！

手提泡沫枪又重出江湖

最近PSCO关于手提泡沫枪的开具了不少缺陷，有国内的，也有国外的，甚至出现了滞留缺陷！提醒同行注意，经常开具的缺陷如下:

手提泡沫装置缺陷是个古老缺陷，以前经常出现，现在老树发新芽，喜迎第二春，大家还是要重点注意的！

对于手提泡沫枪的配备,最早条款,出现在：

SOLAS1983修正案II-2章第6条: A portable foam applicator unit shall consist of an air-foam nozzle of an induct or type capable of being connected to the fire main by a fire hose, together with a portable tank containing at least 20l of foam-making liquid and one spare tank. The nozzle shall be capable of producing effective foam suitable for extinguishing an oil fire, at the rate of at least 1.5m3/minute.

SOLAS2000修正案II-2第10.5.1条进行了修订，对于内设燃油锅炉和燃油装置的A类机器处所，应在每一锅炉舱内或锅炉舱入口（in each boiler room or at an entrance outside of the boiler room）处配备一套手提泡沫枪装置。

FSS规则对手提泡沫枪的具体性能和组成进行了规定，总结如下：

1.该设备基本构成是：连接水龙（fire hose）+枪（a foam nozzle）+20L充满泡沫液的容器（a portable tank containing at least 20 liters of foam concentrate）+20L充满泡沫液的备用容器（spare tank of foam concentrate of the same capacity.）

2.泡沫液应被主管机关认可，也即：有证书

3. 泡沫溶液的流量至少为200 l/min，适合扑灭油类火

常见的缺陷是：船员不会使用手提泡沫枪装置，备用泡沫液缺失，或者枪缺失，或者水龙跟消防主管路连接不匹配，手提泡沫装置位置不正确（有的没有放在锅炉舱内或入口）等。

这里需要注意的是，以往有朋友咨询手提泡沫液是否需要盛满泡沫液，我理解是需要的，尽管上文1983修正案，我标黑的位置，只提到了一个备用容器（spare tank），考虑到83修比较古老，应以最新的修正案为准，回到FSS code原文：A portable foam applicator unit shall consist of a foam nozzle/branch pipe, either of a self-inducing type or in combination with a separate inductor, capable of being connected to the fire main by a fire hose, together with a portable tank containing at least 20 liters of foam concentrate and at least one spare tank of foam concentrate of the same capacity.

第一、公约中对使用的泡沫桶和备用的，均使用了foam concentrate 这个词组，备用和再用的要求应该是一致的；

第二、由于消防设施要求立即可用，一般手提泡沫装置，再用容器应充满泡沫液，容易造成泡沫盛放装置损坏或者失效等，备用的目的是以防不时之用。
