'there be'和'there has'有什么区别？

Question: We can say ‘there is a boy’. But can we say ‘there has a boy’? My teacher says we shouldn’t use ‘there has’ or ‘there have’ as they are grammatically incorrect. Also, which expressions in English mean ‘有’?
