Abstract:ThepropertyandquantitativeidentificationmethodofwaterresourcesshortageinHaiRiverbasinare
expoundedaccordingtotheanalysisonthecausesofshortageanditsmechanism.Theshortageiscausedby
reductionofprecipitation,impropermanagement,populationexplosionandexcessivedevelopmentofeconomy.
Onthisbasis,thenecessityoftheProjectofWaterTransferfromSouthtoNorthisdemonstrated.Thenecessary

wateramounttobetransferredisabout9.37billionmperyear.Itissuggestedthattheobjectiveunderstandingof
thecauseofshortageinveryimportanttosolvethisproblemfromtheviewpointofimprovingthemanagement
