Social Security (August 14:美国历史上的今天)

内容提要美国社会保险养老金的由来。

Before the 1900s, most families lived and worked on farms. When some family members became too old to work, the others took care of them. Later, the way people lived changed. Most people no longer lived on farms. They worked in factories and offices. When they stopped working, they often became very poor. The government decided something should be done to make sure retired people would still have money to live on. 

On August 14, 1935, President Roosevelt signed the Social Security安全 Act法案 into law. It created a program that would pay workers 65 and older a continuing income after they retired. 


All workers have to get a Social Security number. It is an identification身份证明 number that a person keeps forever. When a worker starts a job, the number is given to the employer. Each payday发薪日, a certain amount of the person’s wages is held back by the employer. The money is sent to the government. It keeps a record记录 of how much every person pays. 

When a person reaches retirement退休 age, he or she fills out a form asking for his or her money. Based on the amount a person has given over the years to the Social Security fund基金, it is determined how much the person should receive. Then, every month until the person dies, he or she is sent a check. Even if the amount of money a person had paid into the fund runs out, the checks continue. 

Over 48 million people now receive Social Security checks. Senior citizens no longer have to face the terror of a penniless身无分文的, helpless old age.
