“数”说北京科技创新中心建设成绩

今年是全面建成小康社会和“十三五”规划收官之年，也是谋划“十四五”规划的关键之年。在过去的五年内，北京科技创新建设中心取得突出成效，在多个世界排名中取得优异的成绩。

今年9月19日施普林格·自然与清华大学联合发布的《全球科技创新中心指数2020》显示，北京科技创新中心在全球30多个城市和都市圈中位列第五。

世界知识产权组织《全球创新指数2020》显示，北京位列全球科技集群第4位。

12月11日，《中国日报国际版》刊发整版宣传报道，聚焦“十三五”期间北京科技创新中心建设成就。

版面第一条稿件集中报道了北京高度重视科技创新发展，研发实力在多个领域处于全国领先。

去年，北京在研发方面的支出达2233.6亿元人民币（折合339.7亿美元），占全市GDP的6.31%。

Beijing’s expenditure on research and development reached 223.36 billion yuan ($33.97 billion) in 2019, accounting for 6.31 percent of the city’s GDP.

同年，全市国家级高新技术企业的数量超过2.7万家，与2016年相比增长了约56%。

In the same year, the number of national-level high-tech enterprises across the city exceeded 27,000 an increase of about 56 percent from 2016.

北京重点发展信息技术和生命科学等重点产业，如今已成立了包括北京脑科学与类脑研究中心和北京智源人工智能研究院在内的一系列新型研究机构。

Focusing on key industries such as information technology and life sciences, Beijing has built an array of research institutions including the Chinese Institute for Brain Research and the Beijing Academy of Artificial Intelligence.

官方数据显示，去年全市提交了近22.6万份专利申请。每1万人就有132项发明专利，居全国城市排名之首。

Official data showed that nearly 226,000 patent applications were filed in the city last year. For every 10,000 people in Beijing there were 132 invention patents, ranking first among cities in the country.

北京不仅具备国内创新者的理想环境，还致力于在高科技领域吸引外国企业并促进国际合作。

Not just an ideal environment for domestic innovators, Beijing is committed to attracting foreign enterprises and promoting international cooperation in the high-tech field.

截至2019年底，北京拥有包括微软亚洲研究院、东芝研发中心在内的超过560家外资研究机构，在北京启动了诸如英特尔开放创新中心、中国-意大利创新中心等多个跨国项目。

By the end of 2019, Beijing was home to more than 560 foreign-funded research institutions including Microsoft Research Asia and Toshiba’s R&D center. Many cross-border projects such as Intel’s open innovation hub and the China-Italy innovation center were launched in Beijing.

统计数据表明，2019年，高新技术企业附加值占全市GDP的比重约为24%。

Statistics showed that high-tech industries’ added value contributed about 24 percent of the city’s GDP in 2019.

去年，中关村科技园区总收入达到6.5万亿元，与2016年相比增长了41%。

Zhongguancun Science Park generated revenue of 6.5 trillion yuan last year, up about 41 percent from 2016.

在取得显著进展的基础上，北京将继续努力打造国际科技创新中心，推进“三城一区”主平台的发展。

Based on the remarkable progress, Beijing will continue its efforts to build a sci-tech innovation center with global influence and advance the development of the city’s major innovation facilities — “three cities and one area”.

“三城一区”即中关村科学城、怀柔科学城、未来科学城，以及北京经济技术开发区、北京创新产业集群示范区（顺义）加速发展，已成为创新创业的高地，立起了北京科技创新中心建设的“四梁八柱”。

The Global Innovation Hubs Index 2020, compiled by Tsinghua University and Springer Nature, was released at the 2020 Zhongguancun Forum in September.

The report said Beijing had made achievements in scientific research and infrastructure and increased its capabilities of technological innovation in artificial intelligence.

中国科学技术发展战略研究院研究员玄兆辉（Xuan Zhaohui, a researcher at the Chinese Academy of Science and Technology for Development）表示，该报告综述了全球30个城市及城市群，建立了以科学中心、创新高地、创新生态系统等三方面为核心的指标体系，对全球创新中心的研究做出了开创性贡献。

The report, which reviewed 30 cities and city groups worldwide, has established an index system focused on three aspects — science centers, research strengths and influence, and innovation ecosystem — and made a pioneering contribution to the research into global innovation hubs.

北京拥有北京大学和清华大学，以及10所世界一流的科研机构。中国科学院总部设在北京，其拥有完备的科研体系和均衡的学科分布。

Beijing boasts world-class universities, such as Peking University and Tsinghua University, and 10 world-class research institutions. Beijing-headquartered Chinese Academy of Sciences has a complete scientific research system and balanced subject distribution.

该报告表示，北京每百万人有效发明专利数远远超过全国其他任何城市。

Beijing’s index of research and development personnel per 1 million people far outnumbers that in any other city nationwide.

专家称，该报告还提供了新的视角，即随着科技革命、产业创新和数字化进程的推进，世界创新格局正在重塑，主要国家都在竞相打造创新枢纽。

The report provides a new perspective, as technological revolution, industrial innovation and a shift to digitalization are reshaping the world innovation landscape and major countries are competing to create innovation hubs, experts said.

北京怀柔科学城创新小镇何嵘/for China Daily

中国科学院大学公共政策与管理学院院长穆荣平（Mu Rongping, dean of the School of Public Policy and Management at University of Chinese Academy of Sciences）认为：“有必要构建一个科学且稳健的全球科技创新中心测度指标体系，以把握世界创新格局变化之源动力，及时调整我国创新发展政策。”

It is necessary to create a sound global tech innovation hub index system, which is conducive to keeping our finger on the pulse of the original driving force behind the changes in the world innovation landscape and enabling in-time adjustments in China’s innovation-driven development policies.

北京师范大学经济与资源管理研究院院长、首都科技发展战略研究院院长关成华（Guan Chenghua, dean of the School of Economics and Resource Management at Beijing Normal University, and head of Capital Institute of Science and Technology Development Strategy）认为，该指数从全球创新网络中的位势来剖析全球科技创新中心内涵，并从当前全球科技创新中心功能出发，用科学中心、创新高地、创新生态三个维度进行评估，是一种全新的角度，具有一定的理论意义。

The index analyzes the significance of innovation centers through the rankings in the global innovation network and provides a new approach to assessment from the perspective of a sci-tech center’s functions, focused on sci-tech innovation center, research strengths and influence, and ecosystem.

清华大学公共管理学院梁正教授（Liang Zheng, a professor with the School of Public Policy and Management at Tsinghua University）认为，该指数特别关注创新前沿性与引领性，比如人工智能领域的专利申请与合作网络信息通讯、生物医药等新兴产业领域的创新企业和独角兽企业数量。

The index gives special attention to frontier and steering innovations, such as patent filings and cooperation networks in the field of AI, and numbers of innovative businesses and unicorn companies in the emerging industries including IT and biopharmaceuticals.

梁正补充，这样可以更加准确地反映出科技创新中心在未来的成长空间与发展潜力。
