似懂也非懂——谈谈英语的语言习惯

On Tuesday, 6 April 2021, the FT reported as follows(see attached) at the first page. 

Even though I read the first paragraph many times, I was still confused by its structure until I add 'was' between 'Johnson' and 'at'.
