英语学业水平考试和英语高考的命题要着重考查学生在具体社会情境中运用英语理解和表达意义的能力，特别是听、说、读、看、写的能力。同时，要通过语言材料材料的选择、考查重点的设置、考试项目和考试形式的设计等，直接或间接地考查学生的文化意识、思维品质和学习能力。比如，写作试题可以引导学生对现象、观点、情感态度进行比较和分析，并在此基础上发表和表明自己的观点、态度和价值判断、以考查学生的思维能力。
