China's 12th Five-Year Plan sets out a full-scale strategy for developing China's maritime economy and securing its maritime territory, according to a report in Orient Outlook magazine. The country's maritime economy has expanded 13.5% annually over the past five years. In 2010, China's gross maritime product reached 3.8 trillion yuan. But the figure only accounts for 9.7% of the national economy, still short of the planned 11%. While fishing catches have dropped due to pollution and over-fishing, fears that land-based resources may run out have increased significance of offshore exploration. China's blue ocean strategy is also reflected in an expansion of departments responsible for offshore patrolling.
据《瞭望东方周刊》报道，《国民经济和社会发展十二五规划纲要》明确表述大力发展我国海洋经济、捍卫海洋领土。过去五年里，我国海洋经济年均增幅达到13.5%。2010年，海洋生产总值达到3.8万亿元人民币。但这一数值还只占国内生产总值的9.7%，低于11%的预期目标。由于污染及过度捕捞，中国海洋捕捞量已严重下滑；同时陆上资源也可能耗尽，这些都赋予开发海洋资源积极的意义。扩大海事监管部门的规模也体现了我国发展海洋战略的决心。

>China revises food recall regulation
我国修订食品召回规定 The General Administration of Quality Supervision, Inspection and Quarantine began soliciting public opinion on Monday regarding its latest revision of regulations concerning food recalls, Xinhua reports. The revised draft bans recycling of recalled food products and stipulates that quality control departments should document food recalls and set up food safety credit files for the involved companies. According to the regulation, companies should immediately halt production of food that is found unsafe. They should take measures to quickly inform sellers and consumers and recall already sold products. They must report the recall progress and number of recalled items to local watchdogs. Businesses will be fined up to 30,000 yuan for failing to act quickly.
据新华社报道，周一，国家质量监督检验检疫总局开始就新近修订的食品召回规定征求公众意见。该修订稿禁止回收利用召回的食品，并规定质量管理部门应对食品召回进行备案，建立相关企业的安全信用档案。据该规定，一旦发现食品不安全，企业应立即停止生产。它们应采取措施迅速通知经销商和消费者，并召回已经售出的产品。它们必须向当地质量监督部门汇报召回的进展和召回产品的数量。企业如未能及时采取措施，将会被处以最高达3万元的罚款。

China Meteorological Administration on Monday said hot and dry weather will very likely hit China's southern regions along the middle and lower reaches of the Yangtze River in the coming week, prolonging the drought that has devastated the areas for months, Xinhua reports. The agency also suggested that local departments should activate seed-clouding when weather conditions are fit. Relevant data indicate that rainfall is 30 to 80 percent less than in normal years. Anhui, Jiangsu, Hubei, Hunan, Jiangxi, Zhejiang, and Shanghai have suffered from the worst drought since 1954. The Yangtze River's major flows see water levels 25 to 70 percent less than in normal years. Unanswered calls, busy lines and unregistered numbers are the most frequent problems faced by people trying to telephone the government, the China Youth Daily reports. The newspaper carried out a poll in conjunction with China.org.cn and Sohu.com. Of the 3,840 people surveyed, 76% had dialed government departments, and 71.1% said getting through was difficult. Asking for information, making a complaint, and reporting illegal activities are the most common reasons people cited for ringing the government.

DNA samples taken in the Dominique Strauss-Kahn case have confirmed traces of sperm on the maid’s dress, the Daily Telegraph reports. The results are expected to be made public shortly. Former president of IMF Strauss-Kahn, 62, who is accused of trying to rape a maid in his suite at the Sofitel hotel in New York, was released from Rikers Island jail on Friday. His lawyer has already indicated he plans to argue that there was consent.

The 45-year-old homemaker from Gaithersburg graduated last Friday from Montgomery College with an associate degree in music, the Washington Post reports. In February 1988, a ceiling fan fell on Meck's head. The blow erased her memory, and she awoke after a week in a coma with the mental capacity of a young child. She no longer knew her husband or her two baby sons. She barely spoke and could not read or write, walk or eat, dress or drive. She learned her times tables from her children and volunteered at the school library so she could hide in the stacks and read. In 2007, Su walked into a classroom as if for the first time. Su and her husband are planning a move to Massachusetts, where she will enroll at Smith College in the fall as a transfer student seeking a bachelor's degree.

State-owned enterprises (SOEs) administered by the central government made 290.69 billion yuan in net profits in the first four months of 2011, an increase of 18.2 percent year-on-year, Xinhua reported. But the rate was 4.2 percentage points lower than in the first quarter. SOE revenues rose 24.1 percent year-on-year to 6.08 trillion yuan.

Woods, whose last win came 18 months ago, is down to 12 in the list, which is still headed by England's Lee Westwood. It is the first time the American has been out of the top ten since April 1997, just before he won the first of his 14 majors, claiming the U.S. Masters at Augusta. Zhang Xiaolong, a farmer in Xiamen, Fujian Province, put plastic blinkers on his roosters eyes to stop them from fighting, Xiamen Evening News reports. He says the normally aggressive roosters are a lot more peaceful since donning their new accessories. The 'glasses' prevent the birds from seeing straight ahead, making direct confrontation with other roosters more difficult because they're forced to look around the sides and be more cautious. 'My roosters were always fighting each other – I was losing 10 birds a day,' Zhang said. 'It has worked really well. They can't attack each other so confrontations have been minimized.'
