中国—东盟语言文化交流合作倡议书 Initiatives on China-ASEAN Language and Cultural Exchange and Cooperation 中国·贵阳 Guiyang·China 2023年8月 August 2023 当今世界正经历百年未有之大变局，在各国前途命运紧密相连的今天，不同文明包容共存、交流互鉴对于推动人类发展进步具有不可替代的作用。充分发挥语言的桥梁纽带作用、利用数字化赋能促进文明交流互鉴，是各国语言文字工作者的共同使命。Against the profound changes unseen in a century, the future of countries around the world is closely linked. Inclusiveness, coexistence, exchanges, and mutual learning among different civilizations play an irreplaceable role in promoting human development. It is our shared mission as language practitioners around the world to fully leverage the potential of languages to bridge gaps and to promote exchanges and mutual learning among civilizations through digitalization.2021年首届中国—东盟语言文化论坛举办以来，中国与东盟国家积极拓展合作领域，不断提升合作层次，推动一批语言文化项目落地，取得明显成效。2023年是中国加入《东南亚友好合作条约》20周年，也是共建“一带一路”倡议提出10周年。在新的历史阶段，本届中国—东盟语言文化论坛倡导各方持续发力、深耕细作，进一步加强语言文化交流合作，服务构建更加紧密的中国—东盟全面战略伙伴关系。为此，我们提出如下倡议。Since the first China-ASEAN Language and Culture Forum in 2021, China and ASEAN countries have actively expanded cooperation, upgraded relations, and effectively launched a series of language and cultural projects. The year 2023 marks the 20th anniversary of China's accession to the Treaty of Amity and Cooperation in Southeast Asia and the 10th anniversary of the Belt and Road Initiative. At this juncture, this year's China-ASEAN Language and Culture Forum calls for joint efforts of all parties to enhance language and cultural exchanges and cooperation, so as to strengthen the China-ASEAN comprehensive strategic partnership. To this end, we launch the following initiatives.尊重语言文化多样性。一个国家文化的魅力、一个民族的凝聚力主要通过语言表达和传递。我们提出尊重语言文化的多样性，充分挖掘各自语言文化的历史内涵和时代价值，推动创造性转化、创新性发展，促进中国和东盟各国语言文化的传承和创新，以多样共存、和谐共生、交融共享、繁荣共进的理念，共同建设“各美其美、美美与共”的文明百花园。Respect Language and Culture Diversities. The charm of a culture and the cohesiveness of a nation are mainly expressed and transmitted through language. We propose to respect the diversities of languages and cultures, to fully tap into the values of all languages and cultures in the past and present. To achieve so, we should promote creative transformation and innovative development, facilitate the inheritance and innovation of languages and cultures among China and ASEAN countries, and fulfill the philosophy of respect for diversity, harmonious coexistence, exchanges and sharing, and joint progress, so as to jointly build a constellation of civilizations where each one's beauty is respected and cherished.加强语言文化交流互鉴。文明因交流而多彩，文明因互鉴而丰富。中国和东盟各国地缘相近、人文相通，语言文化是中国—东盟命运共同体建设的重要基石。我们提出坚持平等、互鉴、对话、包容的文明观，丰富语言文化交流内容，拓展合作渠道，共建和平、安宁、繁荣、美丽、友好“五大家园”，建立和完善交流互鉴机制，努力开创人文交流、文化交融、民心相通的新局面。Strengthen Language and Cultural Exchanges and Mutual Learning. Civilizations become richer and more colorful through exchanges and mutual learning. The geographical proximity and cultural affinity have established languages and cultures as the cornerstones of a China-ASEAN community with a shared future. We call on all parties to uphold the principles of equality, mutual learning, dialogue, and mutual accommodation among civilizations, deepen language and cultural exchanges, expand cooperation channels, co-create a peaceful, safe and secure, prosperous, beautiful and amicable home, and establish and upgrade the mechanism of exchange and mutual learning, so as to open up new prospects of enhanced people-to-people exchanges and understanding, and better inter-cultural interactions and integration.推动科技赋能语言文化互通。我们提出充分运用新技术赋能中国—东盟语言文化互通互鉴，加强中国和东盟在数字人文、机器翻译、数字教育平台等方面的合作，深化数字技术创新应用，以语言文化数字化建设推动文明交流互鉴高质量发展。Promote the Exchanges of Languages and Cultures through Science and Technology. We call for the full use of new technologies to empower China-ASEAN language and cultural exchanges and mutual learning. In turn, we need to strengthen cooperation between China and ASEAN in such areas as Digital Humanity, machine translation and digital education platforms, and step up the exploration and application of new digital technologies, in order to boost high-quality exchanges and mutual learning among civilizations through the digitalization of language and cultural products.构建语言文化学术共同体。我们提出中国和东盟国家高校和科研机构，不断加强在语言教育、语言治理、语言文字规范化标准化信息化、语言资源建设、语言服务、语言文化传播等方面的学术交流与科研合作，共同搭建中国—东盟语言文化科研平台和新型智库，充分发挥各方智慧和力量，共建中国—东盟语言文化学术共同体。Build a Language and Cultural Academic Community. We call on universities and research institutions in China and ASEAN countries to increase academic exchanges and research cooperation in language education, language governance, language standardization and informatization, language resources development, language services and language and cultural dissemination, to jointly build China-ASEAN language and cultural research platforms and new think tanks. All parties should contribute their input to establish a China-ASEAN language and cultural academic community.重视语言文化人才培养。人才是文明互鉴的促进者、人文交流的推动者、语言文化多样性发展的实践者。我们提出完善语言文化人才培养机制，互通和共享经验，提升人才培养质量，并不断扩大互派留学生规模，推动人才双向流动。Attach Importance to the Training of Language and Cultural Talents. Talents promote mutual learning among civilizations, bolster culture and people-to-people exchanges, and practice language and culture diversities. We advocate the optimization of cultivating mechanisms for language and cultural talents, exchanges and sharing of experience, improvement of the quality of talent cultivation, continuous expansion of the scale of students studying in each other's countries, and promotion of the mutual flow of talents.面向未来，在现有良好合作基础上，我们将以“中国—东盟语言文化论坛”为平台，持续深化交流合作，相互尊重、守望相助、包容互鉴、合作共赢，共同落实“中国—东盟战略伙伴关系2030年愿景”，推动共建“一带一路”高质量发展，为构建人类命运共同体作出积极贡献。Going forward, on the basis of the existing sound cooperation, we will continue to deepen exchanges and cooperation through China-ASEAN Language and Culture Forum and with the philosophy of mutual respect, solidarity, inclusiveness, mutual learning and cooperation for shared benefits, jointly fulfill the China-ASEAN Strategic Partnership Vision 2030 with win-win cooperation, and promote the high-quality development of the Belt and Road Initiative together, so as to contribute to the building of a human community with a shared future.
