"常言道"是一句中文的俗语，通常表示"俗话说"，"人们总是这样说"等意思。

中学学过这句话吧？

字面直译"正如老话所说"或者"古语有云"，此处的goes 意思是"说"。

这个句子还可以写成：It has been said that，它们的结构都是 It is + done + that...，表示"根据…"。

如：

It is estimated that… (据估计)
