 在上海市园林科学规划研究院的一篇官方分析文章中说道:上世纪90年代以来,为美化城市环境,提升城市品质,国内广泛开展了拆墙透绿工作。早在2000年,上海市就颁布了《道路两侧实施破墙透绿暂行办法》,并开始了相关实践。近年来,随着城市化进程的推进,城市用地,特别是绿化空间用地日益紧张,拆墙透绿工作逐步从简单的围墙拆除迈入体现公园城市理念的社会绿地街面化,逐步从看得见绿迈入可进入、可游憩的绿色空间共享。

  实际上在这之前我们可以看到上海很多沿街的居民区都已经开始率先拆除围墙或降低围墙的高度,呈现出一种开放式的姿态,让建筑与行人有了更多的亲近感。

  在南昌路等路段已经完成了这样的改造,同时小型的襄阳公园也是比较早拆除围墙了,而等到复兴公园和中山公园这些大中型的公园开始改造时,恰逢静默期,于是这有点和静默期的封闭状态相违,打开的围墙如何来控制人员的流动?

  好在封闭肯定是违背常理的举措,放开束缚才能让大家正常的生活,在不用讨论谁抄谁的作业后,破墙透绿又如期进行了。

  我们可以看到破墙后的公园和大学更加亲民,城市的街景也更适合人们的漫步。

   降低围墙后的南昌路街景

  现在不单单是公园和大学打开了围墙,就是一些中心绿地也打开了围墙,还有就是沿江(黄浦江)沿河(苏州河)的滨江沿线也都呈现开放式的姿态,让部分原来是单位属地也成为了市民的公共空间,让上海这座城市更加亲民,这体现了城市管理者开始逐步倾向于城市的本质就是为市民服务的理念。

As early as 2000, Shanghai promulgated the "Interim Measures for Dismantling Walls and Promoting Greenery on Both Sides of Roads" and began related practices. In recent years, with the advancement of urbanization, urban land, especially green space, has become increasingly scarce. The work of dismantling walls and promoting greenery has gradually transitioned from the simple removal of enclosing walls to embodying the concept of a park city, transforming into social green spaces on streets. It has evolved from visible greenery to accessible and recreational green spaces for public enjoyment.

In fact, even before this, many residential areas along the streets in Shanghai had already taken the lead in dismantling or lowering the height of enclosing walls, presenting a more open and inviting posture, fostering a closer connection between buildings and pedestrians. Transformations of this nature have been completed on sections of Nanjing Road, and the smaller Xiangyang Park was among the early parks to have its enclosing walls removed. However, when larger parks like Fuxing Park Zhongshan Park began their transformations, they coincided with a period of silence. This raised questions about how the open walls would control the flow of people during this silent period.

Fortunately, it is illogical to remain closed off, and it is only by loosening constraints that normal life can resume. After resolving the issue of who copied whose homework, the dismantling of walls and of greenery proceeded as planned.

We can see that after the walls were removed, parks and universities became more accessible to the public, and the city streetsapes became more suitable for leisurely strolls. Not only have parks and universities removed their enclosing walls, but some central green spaces have also opened up. Furthermore, the waterfront areas along the Huangpu River and Suzhou River have adopted a more open posture, transforming portions of previously private areas into public spaces for citizens. This transformation has made Shanghai a accessible city, reflecting the gradual inclination of urban managers towards the idea that the essence of a city is to serve its citizens.
