xia)【 Abstract 】Population development is the foundation of natio
nal sustainable development. At present, artificial intelligence
has affected the country''s economic and social development and br
ought about a great transformation of social development. With th
e development of artificial intelligence, public understanding ha
s also undergone significant changes. These changes have profound
ly affected the public''s fertility expectations and fertility con
cepts, and formed the complexity of national governance of popula
tion development and artificial intelligence development. Populat
ion development is facing great opportunities and challenges unde
r the influence of the development of artificial intelligence. 【

e to the development of economy, science and technology, politica
l systems and different beliefs of the public, the population dev
elopment level of countries all over the world also presents diff
erent features. The population problem has become an important fa
ctor to promote or hinder the development of productive forces. I
n recent years, scientific and technological innovation has broug
ht about scientific and technological revolution, which has a pro
found impact on human society, especially the development of arti
ficial intelligence, and all aspects of human life and production
. At the same time, people are the main body of scientific and te
chnological innovation and artificial intelligence. There is a cl
ose relationship between population and artificial intelligence.
On the one hand, population is the core subject of the developmen
t of artificial intelligence; On the other hand, artificial intel
ligence also has a profound impact on the quantity, quality and d
istribution of population.In this huge change of population and a
rtificial intelligence, the national governance of modern science
and technology countries will face the complexity of management.
From the perspective of scientific national governance strategy,
corresponding scientific measures should be taken to deal with t
he great changes in population caused by artificial intelligence.
1. Artificial intelligence expands the living space of population
developmentThe development of artificial intelligence technology
has changed the traditional human activities. Due to the continu
ous innovation and progress of robot technology, many complex lab
or tasks are gradually replaced by intelligent robots. Frey point
ed out: "the replacement rate of artificial intelligence replacin
g human labor operation is: the replacement rate in the United St
ates is 45% - 58%, that in the UK is about 30%, that in Japan is
about 30% - 55%, that in Europe is about 45% - 60%, that in Finla
nd is 35%, and that in India and China are 69% and 77% respective
ly."The labor of intelligent robots replaces the past human labor
. On the surface, it will reduce the number of jobs, which will l
ead to a significant reduction in the demand for human labor in f
actories and farms, and the final result is the emergence of a la
rge number of unemployed people. However, society is an open and
integrated system. The reduction of labor posts in the primary an
d secondary industries does not necessarily lead to the reduction
of labor posts in the whole society. Therefore, we must scientif
ically and reasonably adjust the industrial structure and vigorou
sly develop the tertiary industry. In this way, we can transfer t
he labor workers eliminated from industrial and agricultural prod
uction posts to the tertiary industry and let them engage in serv
ices, finance, tourism, medical and health care, scientific resea
rch and other work. The third industry in the United States accou
nts for more than 70% of the country''s GDP. Therefore, in fact, t
he development of artificial intelligence does not significantly
reduce social labor posts, but improves the quality of the popula
tion, improves people''s quality of life and viability, more effec
tively develops the productivity of the whole society and further
enriches social labor achievements. Due to the development of ar
tificial intelligence, the transportation is more convenient , an
d the communication between people is easier to realize, which ca
n change the public understanding level of the whole population s
tructure. Therefore, in the sense of science and technology, the
development of artificial intelligence provides mankind with a br
oader living and living space, and the population of the whole wo
rld can gradually increase.2. Development of artificial intellige
nce technology to improve the quality of population developmentAt
this stage, the population fertility technology has entered the
era of digital technology, and the informatization of fertility t
echnology is increasing. With the support of artificial intellige
nce medical technology, the health of women of childbearing age h
as been further guaranteed, the survival rate of infants has been
greatly improved, the disability rate of infants has been furthe
r reduced, and the growth of infants and children has been more g
uaranteed. In areas where AI medical technology is widely used, t
he health of women, infants and children has been more and better
guaranteed than other areas. Nowadays, technologies such as part
henogenesis, cloning, fertilized egg transplantation and cutting
will be applied to population fertility. On this basis, the numbe
r of population is increasing, the quality of population is impro
ving, and the population quality of society will develop in an al
l-round way.3. The development of artificial intelligence affects
population development and fertility willingnessAI has also prof
oundly influenced young people''s views on family, love, sexual be
havior and marriage. When the technology of artificial intelligen
ce is developed enough, people''s pension, life and other problems
will have certain solutions. In this way, the necessity of ferti
lity for survival will be weakened. Japanese scientists have crea
ted a highly simulated "robot wife", which has attracted the atte
ntion of young people all over the world. In the future artificia
l intelligence society, there will be a large number of unmarried
people and more DINK families, which will have a strong impact o
n the birth rate of the population. The state should formulate a
new population policy, which is an important task to deal with th
e development of artificial intelligence.4. Future initiatives fo
r population developmentWe should not only stimulate population d
evelopment with policies, but also further develop artificial int
elligence technology to provide a higher quality of life.Firstly,
"AI has a comprehensive impact on population research, not only o
n birth, death, health, migration, distribution, population secur
ity and population governance. More importantly, AI has changed t
he connotation of population, and the human population has change
d from the unity of workers and consumers to consumers, supplemen
ted by workers." In other words, although AI can solve the labor
shortage caused by population aging, it has no way to increase th
e consumption demand of the population. Starting from the integri
ty and systematicness of the country, we should comprehensively w
eigh and analyze the current complex population problems, and for
mulate a scientific and reasonable population development strateg
y.And the development of smart cities provides a better environme
nt for population development. The emergence of smart city has pl
ayed a great role in environmental protection and alleviated some
of the population''s tight demand for water resources, energy, fo
rests, cultivated land and food. Smart city can make people''s liv
ing space more reasonable and improve the utilization rate of res
ources and energy. Artificial intelligence promotes the protectio
n of the ecological environment and further improves the quality
of life and health of the population. On this basis, in the same
living space, the number of people that can be accommodated will
be further expanded. The development of artificial intelligence a
nd smart city has provided great support for the high-quality dev
elopment of the population.CONCLUSIONThe population of Europe, No
rth America, Australia, China and other regions will continue to
show a downward trend in the future. In the face of such adverse
factors of population development, all countries should further a
dopt policies to encourage. This is a major strategic measure for
modern national governance and balanced development of the world
