 一、概况

江苏省泰兴市南濒江阴长江大桥，是苏中、苏北地区通往苏南的重要门户，素有银杏之乡、教育之乡、建筑之乡、减速机之乡的美誉，已连续十一届跻身全国县域经济基本竞争力百强县（市）行列，是江苏省三个省直管县体制改革试点县（市）之一，具有与设区的市相同的行政管理权限，现有总人口120万人，面积1172平方公里。

黄桥镇是泰兴市“副中心”、泰州市“小城市”、江苏省“强镇扩权”试点镇，镇行政服务中心具有泰兴市行政服务中心相同的行政审批权限。辖区面积180平方公里，总人口20万人，中心镇区人口12万人。

该镇始建于北宋神宗元丰年间，历史悠久、底蕴深厚、人文荟萃、民风淳朴。镇区内古巷通幽，风景迷人。有千年古刹福慧禅寺、北宋抗金名将牛皋藏兵洞与洗马池、明清古建筑群，何御史府、新四军黄桥决战纪念馆、丁文江先生故居等众多历史遗存。省级四星级重点中学——黄桥中学、二级甲等医院——黄桥人民医院、众多别致典雅的高档住宅小区、星级酒店宾馆以及热情温馨的休闲娱乐服务，营造着舒适的人居环境。近年来，黄桥镇先后被国家有关部委授予“全国历史文化名镇”、“国家级生态镇”、“全国文明镇”等12项国家级称号，是一座“人文、生态、宜居、精致”的苏中新城。

黄桥工业园区位于黄桥镇南侧，园区规划总面积18.6平方公里，一期5平方公里核心区内“七通一平”全部到位，“五横六纵”的发展框架已经形成，绿化、亮化、美化、净化等实现全覆盖。园区先后被评为“国家国际科技合作基地”、“江苏省现代装备科技产业园”、“中国新型绿色纤维材料产业基地”、“江苏省中小企业创业园”、“江苏省高新技术创业服务中心”和“江苏省劳动力培训基地”。2013年8月，省商务厅函复同意将黄桥工业园区纳入省级经济开发区管理序列。2013年11月7日，园区与江阴国家级高新技术产业开发区正式签订南北共建协议，合作建设总规划面积8.66平方公里的“江阴高新区黄桥工业园”，首期开发实施2.5平方公里，这将更加有利于园区加快承接苏南产业转移，对进一步转变园区经济发展方式、带动黄桥老区发展具有重要的意义。

二、区位

黄桥工业园区在长三角经济圈中处于承接东西、沟通南北的通衢要冲。高速公路、铁路、水运、空运已组成密集、便捷的立体交通网络。京沪高速、宁通高速、宁靖盐高速交汇连通，上海虹桥机场到达黄桥工业园区，由沪宁高速——沿江高速——过江阴长江大桥， 15分钟即可到达宁靖盐高速设在园区的出入口，下高速就到达园区的腹地，总车程约2小时。距扬州泰州国际机场、南通、无锡、常州机场仅一小时车程。规划中的沪泰高铁通车后，40分钟将可到达上海；

铁路：连接陇海线和京沪线的新长铁路在园区核心区域设有客货运输编组站。

水路：距黄桥40公里的泰兴港为国家一类开放港口，可直接停泊外籍船只港口为天然良港，枯水期水深15米，丰水期水深20多米。区内5KM的深水长江岸线已建有化工、建材、液化气、油品等多座码头，现最大码头泊位为5万吨，可开展集装箱和散货的装卸业务，年装卸量为45万吨左右。距如皋港、江阴港、泰州港等国家一类开放港口仅1小时车程。

    三、产业 

泰兴市装备制造产业起步较早，产业发展迅猛， “十一五”末，全市拥有各类装备制造企业500多家，已形成三大主要产业链：一是减速机产业链，二是船舶制造业产业链，三是传统汽车零部件产业集群，产品涵盖了以小功率柴油机为主导产品的发动机产业链。以冷、热、精锻齿轮、齿环、曲轴、连杆组体为主导产品的精密锻造产业链，以无触点分电器、高压点火线圈、传感器等为主导产品的电子、电源产业链，其中柴油机同类产品国内市场占有率达65％，精锻齿轮产品国内市场占有率达60％。   

黄桥工业园区是全市机电产业的主阵地，现有企业近200家，其中，装备制造企业占40%左右，产品涵盖减速机、数控毛巾提花机、矿用安全救生舱、电动汽车、电机、齿轮泵、齿轮叶片、精密刀具、液压举升缸、车用空调冷凝器、汽车尾气净化处理装置的金属蜂窝载体等。园区依靠比较坚实的机电产业基础，大力发展机电产业，重点发展现代装备制造产业、新材料、乐器制造等三大特色产业，着力打造“六大产业园”，即以和泰、润通为代表的汽车零部件产业园；以惠尔信、江源机械为代表的精密机械加工铸造产业园；以凤灵集团、斯坦特乐器为代表的乐器文化产业园；以九天、强达为代表的新材料新能源产业园；以聚隆、展鹏为代表的家电产业园；以新长铁路黄桥货运站为依托的综合物流园。

四、科技

黄桥工业园区十分重视科技兴业，积极搭建科技支撑平台。紧紧依托清华大学精密仪器和机械学系和南京林业大学机电学院等高等院校的科技合作，全力建设黄桥高新技术创新园，做优做实省级现代装备制造科技企业孵化器，为全市机电企业提供科技研发、技术创新和工业设计等技术服务和技术支持。

 五、人才

泰兴处于上海、南京两大都市圈之间人才走廊的中心节点位置。尊师重教是泰兴的优良传统，发达的教育产业蜚声大江南北，每年向各类高等院校输送5000多名优秀人才，仅黄桥中学每年就有近2000名莘莘学子被录取进入全国各类高等学府深造，为地方经济社会发展提供了有力的人才保障。近几年来，泰兴市委、市政府不断优化政策环境，完善人才引进与培养政策，出台了一系列招引高层次人才的政策，全力打造“人才高地”。

市内拥有2所高等职业专科学校，2所中等职业技术学校，开设了机械制造、工模具、电子结构等专业，有针对性地培养特色产业所需人才。并根据企业发展和经营需要，每年为企业定向培训各类技术人才，有效保证了机电企业的用工需求。

 六、生产要素

    1、供    水：由总投资2.4亿元的泰黄清水输水工程直接供应长江

水。

    2、供    电：供电部门制定的“全时跟踪供电服务”保障措施，24

小时为企业提供个性化服务。园区内现拥有东进变电所和晓庄变电

所，分别有2个2万KV的变压器，2013年将新建容量为8万KV的

胜利变电所。已全部形成双回路供电体系，输电距离最长不超过2公

里，能够充分满足大工业项目用电需求。

工业电价按照苏价工（2011）358号文，居民用电（峰/谷）0.52元/

千瓦时、0.35元/千瓦时。工业用电（峰/平/谷）1.47元/千瓦时、

0.882元/千瓦时、0.394元/千瓦时。

时段（工业）：峰时：8:00-12:00、17:00-21:00；

             平时：12:00-17:00、21:00-24:00；

             谷时：0:00-8:00。

   3、供    热：园区热电厂蒸汽供应能力为150吨/小时，供气管道

全境覆盖，蒸汽价格：220元/吨(含税)。

   4、治    污：区内污水处理厂总设计能力5万吨/日，一期工程日

处理能力5千吨，接管标准： COD≤500  BOD≤300，处理价格：3

元/吨。

  5、劳动力成本：全市劳动力资源丰富，可提供一流的技术工人，月平均工资1500元左右（指导价）。

    6、运输成本：

(1)铁路运输：0.08-0.1元/吨·公里。 

(2)公路运输：0.50元/吨·公里  

7、土地成本：

（1）土地供应：土地最高出让年限：居住用地70年；工业用地50年 ；科教文卫体用地50年；商贸用地40年 ；综合发展用地50年。

（2）工业用地挂牌价为16.8万元/亩。符合园区产业定位及发展方向的项目，根据项目的具体情况执行一事一议的价格。     

（3）周围建筑土地使用率：多层，建筑密度为45%、容积率1.0-2.0；低层，建筑密度为55%、容积率0.7-1.2。

 8、建筑成本：厂房 (含基础)： 重型工业厂房：800—1000元/m2,多层钢混厂房：800元/ m2,轻钢结构厂房：450-550元/ m2。

七、优惠政策及服务

 1、土地征用：园区近期可供开发使用土地约2平方公里，对满足供地条件的企业，特别是特大型、龙头型企业，为鼓励企业尽快兴建自己的生产基地，园区优先解决项目所需的土地指标，并由园区财政给予一定幅度的土地差价贴补。

 2、配套设施：园区在企业新上项目投产前，将水、电、汽、道路、绿化、路灯等各项公用工程设施配套送至投资方界区围墙外，费用由园区承担。

 3、资金扶持：企业新上项目建设过程中，如需借款融资，由园区协调银行及相关机构帮助办理。

 4、收费优惠：企业新上项目在从立项到开工投产过程中相关的规费部分，除省市必须上交的以外部分，园区免征一切费用。

 5、上争扶持：如果企业所上项目有一定科技含量，园区支持帮助申请取得国家、省、市的各种高新技术企业牌子和上争扶持资金，并享受省市提供的其他优惠政策。

 6、办证服务：新办企业开办期间所需办理的证照，由园区安排专人一条龙服务到位。

 7、招工政策：根据企业需求，定期召开劳动用工专场会招聘会，帮助招聘员工，或由园区帮助委托境内职校定向订单式培训技术工人，委托科技合作的高等院校。

   一、Brief
    Taixing, north of Jiangyin Bridge, an important portal from central & north Jiangsu to south Jiangsu, known as “Home of Ginkgo”, “Home of Education”, “Home of Building” and “Home of Reducers”, has joined in a row among the national basic competitiveness of economy counties (cities) for the 11th time and is one of Jiangsu Province Administrating Restructuring Pilot Counties (Cities) with the same administration authority as that of cities divided into districts. Taixing has a population of 1,200,000 and 1,172 square meters in area.
 Huangqiao ,“Sub-Centre” of Taixing, “Little City” of Taizhou, “Strong Town to Enlarge” pilot town, with the same administrative approval authority as that of Taixing, has a population of 200,000 (120,000 in downtown) and 180 square meters in area.

Huangqiao was set up in Shenzongyuanfeng Years Beisong Dynasty with long history, profound culture, talented people and civil customs. The ancient lanes lead to charming sceneries in the downtown. The famous ancient Fuhui Temple with thousands of years’ history , Niu Gao, Beisong Dynasty famous general against Jin Dynasty Cangbing Cave and Horse-Washing Pool, ancient buildings of Min & Qing Dynasty, He Shifu, New Fourth Army HQ Battle Museum and Former Residence of Mr. Din Wenjiang are also in Huangqiao. Provincial four-star key high school-Huangqiao High School, Grade 2A hospital-Huangqiao People’s Hospital, numerous wonderful residence blocks, comfortable hotels as well as nice recreation service create excellent living environment. Huangqiao has been a new town of “HUMANITY, ECOLOGICAL, LIVABLE, ELEGANT” with the honors “National Famous Historical Cultural Town”, “National Eco-Town” and “National Civilized Town” etc. over the years.

Huangqiao Industrial Park is in the south of Huangqiao Town, the Jiangsu modern equipments technology park and the cooperation base of China and Austria. The total area of the park is 18.6 square meters. The 5-square-meter key area has realized “7 Availabilities 1 Leveling”(water, electricity, road, phone, TV, bus, broad band and land leveling), “5 Horizontal 6 Longitudinal” frame and coverage with green trees providing good foundation for the developing projects.
   二、Location
   Huangqiao Industrial Park lies in the gateway of Yangtze Delta. There’re entrances and exits of Jing-Hu Express, Ning-Tong Express and Ning-Jing-Yan Express. It takes about 2 hours from Shanghai Hongqiao Airport to Huangqiao Industrial Park (Hu-Ning Express—Yanjiang Express—Jiangyin Bridge, reach Huangqiao Industrial Park in 15 minutes) by car. It only takes about 1 hour from Yangzhou-Taizhou International Airport, Nantong, Wuxi, or Changzhou Airport by car. It takes only 40 minutes to Shanghai by train (Hu-Tai Railway planned); 

 Railway: there’s a stop of Xinchang Railway connecting Longhai and Jinghu routes for passengers and cargos in the park. 
 Waterway: Taixing Port, 40KM away from Huangqiao, is open for foreign vessels. It’s a natural port,15m deep in low water period and over 20m deep in high water period. Many chemical, construction, LG and oil products have been built there. The Max. berth is up to 50,000T for handling of containers and bulk cargos. The annual handling is about 450,000T. It only takes about 1 hour to Rugao Port, Jiangyin Port or Taizhou Port by car.

三、Industry 
 There have been over 500 electromechanical enterprises in Taixing covering three main industry chains: reducers, shipbuilding and auto parts. In addition, there is fine forging chain based on cold, hot and fine forged gears, crankshaft and con-rod and electronics chain based on no-contact distributor, high voltage ignition coil and sensor. Diesel engine products have occupied 65% of domestic market and fine forging products have occupied 60% of domestic market.

Huangqiao Industrial Park is the main land of Taixing electromechanical enterprises. There are nearly 200 enterprises, of which 40% are equipment manufacturing, covering reducers, NC towel Jacquard machine, mine safety capsule, electric car, motor, gear pump, gear blades, fine cutting tools, hydraulic cylinders, auto AC condenser and the metal honeycomb carrier of the vehicle exhaust purifying device. 四、Technology
    Huangqiao Industrial Park pays great attention to technology, actively sets up technology support platform, closely cooperates with Tsinghua University and Nanjing Forestry University, tries her best to be the brooder of provincial modern equipment manufacturing and provides technical service and support for the technical research, innovation and design of the electromechanical enterprises.

五、Talents

 1、Water：Yangtze River water is directly supplied by Taihuang Water-Supplying Project with total investment of RMB 240,000,000. Water for industry: RMB3.62 yuan/T. Half price can be applied if a lot of water is needed.
 2、Electricity：Electricity is available around the clock. There is Dongjin Transformer Station and Xiaozhuang Transformer Station with two 20000-KV transformers separately in the park. We’ll build Shenli Transformer Station with 80000KV capacity in 2013.

七、Preferential Policy & Service
1、Land Expropriation: About 3 square meters is available at present in the park. If any enterprise has interest, especially those large, leading ones, shall enjoy a certain level of land supplement from the park finance. 
2、Supporting Facilities：The park will supply water, electricity, gas, road, green plants, road lights etc. to the new enterprise for free before new project is in use.
 3、Finance Support：For the new project, if the enterprise needs financing, the park will help with the bank and other related departments.
4、Charge Preference：From establishing the project to be in use, the park will not charge the related fees except which is handed to the province.
5、Advance Support：If there is some technology content in the new project, the park will help apply for all kinds of finance support as well as other preferential policy.
6、Certificate Service：The park will be in charge of handling the certificates needed by the new enterprise for starting the project.
