导读

今年3月25日，是欧盟的六十大寿，但这次大寿不但没有锣鼓喧天、鞭炮齐鸣，反而笼罩着一层忧郁的气氛。本文从《时代周刊》、《经济学人》与《外交事务》中选取文章进行整合，在讲解语言的同时，从欧盟历史、问题及其由来以及解决方案等三个大方面进行知识性讲解，并对比分析，体会语言和思维逻辑的多元。

3月25日，是欧盟的六十大寿，《时代周刊》和《经济学人》发表了相关文章，不过，这些文章并不是庆祝欧盟的六十大寿，而是表达对欧盟的担忧。

《时代周刊》的文章题目是 'Ever More Divided Union' （从未如此四分五裂的欧盟），文章讲了两个部分的内容：

欧盟成立的初衷、历史，

欧盟现在面临的问题、困境。

《经济学人》的文章题目叫 'The Future of the European Union: How to Save Europe' （欧盟的未来：如何拯救欧洲），文章从三个部分进行讲述：

欧盟的历史，
面临的问题，
解决方案。

因为这篇文章政治性比较强，和生活的关系不大，所以我们这次只讲一讲其中的一部分——欧盟历史。作为提高B格之用。

欧盟源于一个“欧洲梦”，一个到现在人们已经忘却了的“欧洲梦”。就像中国有“中国梦”，美国有“美国梦”一样，欧洲也有“欧洲梦”，他们的梦，就是团结一致向前冲。

关于欧盟的历史，说得简单点，只需要了解两个条约：《罗马条约》和《马斯特里赫特条约》。

我们先说《罗马条约》。1957年3月25日，《罗马条约》签订，成立欧洲经济共同体和欧洲原子能共同体。1967年，这俩共同体和1952年成立的欧洲煤钢共同体组成欧共体，即欧盟的前身。《罗马条约》的签订，把建立一个联合欧洲的理想变为现实。

再说《马斯特里赫特条约》。1992年2月7日，《马斯特里赫特条约》在荷兰南部的同名城市签订，这一条约包括两部分：开放边境和统一货币，也就是我们熟悉的申更签证和欧元。原来的欧共体，从《马斯特里赫特条约》开始，变成了现在的欧盟。

我们先看《时代周刊》的描述：

IT’S RUSH HOUR IN MAASTRICHT, AND A STREAM of bikes ?ows past a modest granite slab marking the signing of a treaty that changed Europe. It was here, a quarter-century ago, that representatives of 12 countries signed the Maastricht Treaty, creating a political and economic community with open borders and one currency. On this spot, the modern European Union was born. Not every passerby is brimming with pride.

文章从现实着笔，描写荷兰城市马斯特里赫特市高峰期的景象，随后引入历史，25年前，就在这个地方，签署《马斯特里赫特条约》，成立政治经济共同体，开放边境，使用统一货币，改变了欧洲。最后，作者又回到现实，通过路人的状态折射出欧盟的现状。这种笔法非常巧妙，古今对比，有较强的代入感，很容易给读者一种怀古伤今的感觉。

A modest granite slab 现代大理石板，granite 指“大理石”，'slab' 指“（石、木、金属）板、片”。

Brim 一词，当名词讲是“帽檐，（容器）边沿”，但文中是作动词讲，be brimming (over) with sth. 表示“充满〔某种事物、品质或情感〕”，比如：

The flowerbeds were brimming over with flowers.

花坛里开满了鲜花。

He seemed to be brimming with confidence .

他好像充满信心。

Rob was just brimming with enthusiasm.

罗布就是满腔热情。

这一段的写作就像一部纪录片，徐徐展开，我们可以在大脑中构建这种画面，之后进行复述。同时，这部分的写作套路也值得学习。就拿我们外交学院来说，1955年，周总理亲自倡议创建，时任副总理兼外长陈毅担任第一任院长。我们老校区一进门就能看到一尊陈毅的半身像，我就可以从这尊雕像入手，介绍我们学校的历史：

IT’S RUSH HOUR IN CFAU, AND A STREAM of bikes ?ows past a bronze bust of Chenyi, then foreign minister and the school's first president, marking the establishment of a university that has contributed a lot to China's diplomacy. It was here, 60 years ago, that Zhou Enlai, then premier of China, initiated the creation for the first college in the country focusing on foreign affairs. On this spot, China Foreign Affairs University was born. Every passerby is brimming with pride.

大家也可以试着自己写一段东西，把消极记忆转变为积极记忆，对语言的应用有很大好处。

《时代周刊》对欧盟历史的介绍采用了倒叙的方式，先介绍离现在比较近的《马斯特里赫特条约》，然后再介绍《罗马条约》。我们一起来看：

This year sees not just the 25th birthday of the Maastricht Treaty but also the 60th anniversary of the Treaty of Rome, which established the frst common European market and turned the idea of a united Europe into reality.

这一部分语言简单，我们先来看一下“今年是...的几十周年”这一表达方式，以“今年是《罗马条约》签订的六十周年”为例：

文章用的是 'This year sees the 60th anniversary of the Treaty of Rome'；

我们还可以说“This year marks the 60th anniversary of the Treaty of Rome”；

'This year, we observe the 60th anniversary of the Treaty of Rome'；

'The 60th anniversary of the Treaty of Rome is celebrated this year'.

这一意思有很多表达方式，不管哪一部分做主语，都要能清晰完整正确的表达出来。

我们再来看一下“把理想变为现实”的表达方式。

文中用的是 'turn the idea into reality'，是说，《罗马条约》的签订，把一个联合的欧洲从理想变为现实。

《外交事务》1-2月的那一期里也有一篇文章分析了欧盟历史、面临挑战以及解决方案，其中有这么一句话：

The founders of the EU would be disheartened to see what their creation has morphed into.(Foreign Affairs, 1-2, P87)

这句话是说，欧盟现在这个样子，如果当初的创建者看到的话，会痛心疾首的。

Creation 此处指“欧盟”，'morph into' 和 'turn into' 同义。例如：

The river flooded its banks and morphed into a giant sea that swamped the town.

河水漫过堤岸，变成一片汪洋，淹没了城镇。

我们可以把《时代周刊》里的句子用 'morph into' 改一下：

This year sees not just the 25th birthday of the Maastricht Treaty but also the 60th anniversary of the Treaty of Rome, which established the frst common European market and morphed the idea of a united Europe into reality.

另外，我们也可以用 'translate into' 来表示 'turn into' 的意思。

在《外交事务》1-2月期中，有一篇文章对未来世界秩序进行了构想与分析，提出了“主权义务(sovereign obligation)”这么一个概念，其中有这么一句话：

But translating this principle into practice has proved impossible and is likely to remian difficult given divergent political agendas (there are few, if any, situations that are apolitical or solely humanitarian) and high costs of an effective intervention even when objectives overlap. (Foreign Affairs, 1-2, P6)

这句话的专业性比较强，究竟在说什么我们就不管了，跟我们也没有多大关系，看第一行就行：But translating this principle into practice has proved impossible.

将这一原则变为实践被证明是不可能的。

再比如：

GDP growth success doesn't always translate into improvement in people's happiness.

GDP的增长不一定能转变为幸福。

我们最后再把《时代周刊》里的句子变一下：

This year sees not just the 25th birthday of the Maastricht Treaty but also the 60th anniversary of the Treaty of Rome, which established the frst common European market and translated the idea of a united Europe into reality.

我们再来看《经济学人》的描写：

ON MARCH 25th 1957, with the shadow of the second world war still hanging over them, six European countries signed the founding treaty of a new sort of international club. The European Union, as the club came to be called, achieved success on a scale its founders could barely have imagined, not only underpinning peace on the continent but creating a single market as well as a single currency, and bringing into its fold ex-dictatorships to the south and ex-communist countries to the east, as it expanded from six members to 28. Yet even as today’s European leaders gather in Rome this weekend to celebrate the 60th anniversary, they know their project is in big trouble.

这一段难度不大，我把译文贴给大家，大家对照译文能看明白，之后再讲几个地方：

1957年3月25日，二战的阴影仍然笼罩着欧洲。欧洲六个国家签署新型国际组织的建立条约。后来，这一组织被称为“欧盟”，它实现了创建者无法想象的成就：不仅维护了欧洲大陆的和平，也建立了单一市场和统一货币，将南部的前独裁国家以及东部的前社会主义国家纳入欧盟体系，成员国也扩大到28个。然而本周，欧洲领导人齐聚罗马，庆祝欧盟成立60周年，他们知道，欧盟深陷麻烦。

'With the shadow of the second world war still hanging over them' 是我这段话中特别喜欢的一个表达。现在的生活节奏太快了，前一个痛苦还没有走出来，时间又逼迫着你进入下一轮战斗：

With the shadow of the break-up still hanging over me, I have to continue with my unfinished mission.

Fold 一词，文中的意思是 ' an organization where you feel you belong'，此处指“欧盟”，以及最后一句的 'project'，也是指“欧盟”，'bring into its fold' 指“将...纳入到欧盟体系中”。
