PSCO会开具什么类型的压载水缺陷

自9月8日压载水公约生效以来，根据相关备忘录发布的缺陷集，港口国检查官开具了一大批涉及压载水公约的缺陷。主要集中在以下九个方面：

1、absence of an International Ballast Water Management Certificate(IBWMC)（压载水管理证书不在船或缺失）;

2、absence of a Ballast Water Management Plan(BWMP)（压载水管理计划不在船或缺失）;

3、absence of a Ballast Water Record Book(BWRB)（压载水排放记录不在船或缺失）;

4、indication that the ship or its equipment does not correspond substantially with the particulars of the IBWMC and BWMP（实际安装的压载水处理设备与压载水管理计划或压载水证书上的不一致）;

5、absence, serious deterioration or failure of proper operation of equipment required under the BWMP（压载水管理计划无操作程序）;

6、the designated officers or crew are not familiar with essential ballast water management procedures including the operation of Ballast Water Management System(BWMS) and all associated BWMS equipment（主管船员不熟悉压载水操作程序或设备等）;

7、no ballast water management procedures have been implemented on board（船方未执行压载水操作程序）;

8、no designated officer has been nominated（没有指定操作人员）;

9、the ship has not complied with the BWMP for management and treatment of ballast water（船上未按照压载水管理计划的要求处理压载水）;

10、ballast water has been discharged other than in accordance with the regulations of the BWM Convention (regulation A-2)（压载水未按照压载水公约A-2的要求处理压载水）.

缺陷很多，不一一列举。美国、俄罗斯、日本发现的缺陷较多，中国由于没有加入压载水公约检查相对薄弱。从缺陷分析压载水相关的缺陷有不少是开了体系缺陷或设备操作缺陷，这个需引起重视。尽管中国未加入压载水公约，SMS中如果有相关的操作，中国PSCO一样可以核查，一样可以开具缺陷。压载水公约来了，预计涉及压载水类的缺陷将会集中出现，提醒相关方注意。
