浙江大学发布《全球智库排行评价报告（2016）》

近日，浙江大学信息资源分析与应用研究中心智库评价项目组发布了《全球智库排行评价报告（2016）》。报告采用“数据公开、面向世界、评价透明、计算可重复”作为评价原则，以“可公开获取的客观数据”为依据，采集了截止2016年末智库机构数据，构建RIPO指标体系框架，从智库资源（R，Resource indicators）、智库产出（O，Output indicators）、智库知名度（P，Popularity indicators）、智库影响力（I，Impact indicators）四个维度对全球智库进行了综合评价。

报告公布了全球智库TOP100榜单，美国布鲁金斯学会、美国国家经济研究局、美国外交关系委员会、中国科学院、中国社会科学院位居前5。进入TOP100的中国智库依次有：中国科学院、中国社会科学院、国务院发展研究中心、中共中央党校、新华社、中国国际问题研究院、中央编译局、中国工程院、国家行政学院、中国国际经济交流中心、中国科学技术协会、上海国际问题研究院、商务部国际贸易经济合作研究院、中国宏观经济研究院等。

报告还公布了工程科技、国家安全、经济、国际事务、健康、教育、能源与环境、科学与技术、社会政策、政府治理共10个领域的智库分榜单。中国科学院在科学技术领域和教育领域居第2位（仅次于布鲁斯金学会）；中国社科院在社会政策领域居第2位（仅次于布鲁斯金学会），在经济领域、国际事务领域均居第4位；进入全球工程科技领域智库榜单的中国智库有2家，分别是中国工程院（第11位）和中国科学技术协会（第12位）。

浙江大学信息资源分析与应用研究中心智库评价项目组由中国工程科技知识中心资助，从2015年开始致力于以数据资源为驱动的智库决策支持研究，搭建互联互通的信息共享平台，构建功能完备的信息采集分析系统。本次公布的排行数据统计口径为2016年末，今后将在不断完善评价指标的基础上以上一年末数据为依据，每年发布一次全球智库排行信息。

据悉，在此之前，尚无机构完全基于客观指标与公开数据开展智库排行研究，排名结果详情请见网站www.ckcest.cn或https://lib./thinktank/。
