一封价值1万加元的邮件

2020514日,本人所在S.O.轮挂靠加拿大的温哥华港。根据加拿大政府规定:ASIAN GYPSY MOTH SEASON BEGINS IN CANADA INMARCH, END MID SEPTEMBER AND ALL VESSELS ARRIVING MUST PROVE THEY ARE INCOMPLIANCE WITH CANADIAN AGM REGULATIONS. VESSEL ARRIVING WITHOUT ASIAN GYPSY MOTHFREE CERTIFICATES, ISSUED IN FAR EAST HIGH RISK PORTS FACE DELAYS TO CANADIANENTRY, LARGE FEES FOR INSPECTION ON ARRIVAL AND A FINE OF CDN $ 10,000.00 FORNON-COMPLIANCE. 大意如下:加拿大“亚洲舞毒蛾”季节开始于三月,结束于九月中旬。所有到港船舶必须证明其符合加拿大亚洲舞毒蛾(AGM)的规定,对于未持有远东高危港口签发的“船舶无亚洲舞毒蛾检查证书”(CERTIFICATE OF VESSEL INSPECTION FOR FREEDOM FROM ASIAN GYPSY MOTH)的船舶,将面临进港延迟、巨额检查费和10,000加拿大元(约折合7800美金)的罚款。

我轮426日离开中国北方鲅鱼圈港,根据西英通函(WEST OF ENGLAND- CIRCULAR),中国北方港口的AGM季节为6 1日至930日,故我轮离港前并没有办理该AGM检查证书。据加拿大CFIACANADIAN FOOD INSPECTION AGENCY: 加拿大食品检查机构)的规定,所有来自远东的船舶,必须于抵港前96小时,给CFIA发送AGM证书和两年内的挂靠港口清单(2 YEARS PORT OF CALL LIST,鉴于我轮本航次未办理AGM证书,只能将去年1013日离开上海时的证书发了过去。很快收到了回复邮件如下:

Good day Capt.,

Thank you forsending the AGM Certificate and ports-of-call for the M/V XXXXXX (IMO XXXXXXX).

The abovevessel, considered to be high risk for Asian Gypsy Moth, has provided a copy ofthe appropriate documentation as required by Section 29(1) of the PlantProtection Regulations. The vessel may proceed to a Canadian port, where it maybe subject to inspection alongside, pursuant to Section 25(1) of the PlantProtection Act.

If the vesselis found free of AGM after phytosanitary inspection by authorities in the USA,please forward a copy of the ship inspection report to this E-mail address ASAP, as it may reduce the chance that the CFIA will attend the vessel for AGMinspection when in Canada.

Rcvd your below with understood, I'm so sad to hear that, she was considered to be high risk for Asian Gypsy Moth. According to attached AGM-WOE Circulars, AGM seasons for Northern China is from 1st June to 30th September. Her departure time of last port of Northern China was 26th Apr., it was very cold there. So no need arrange government inspection of AGM, even if in this situation, I ordered my crews to carry out very strictlyAGM self-inspection as per attached report.

Why is it considered as high risk for AGM? Could you please give me a further explaining?

The vessel is considered High Risk for AGM based on its port visits to Dongjiakou, and Shanghai, China in September of2019, which falls in the High Risk period for China (June 1-Sept 30). You haveprovided the ports of call and valid AGM Certificate for these visits to China in 2019, so all is good Captain.

只需看最后一句重点:所以一切安好船长。

在这里值得注意的是,AGM证书上没有有效期,但是加拿大政府默认其两年的有效期限,因为该国政府要求船舶提供两年的挂靠港清单,如果船舶在两年内挂靠过远东港口,即便是一年零十一个月前挂靠过,挂靠时间刚好在AGM盛行的季节,而船上偏偏丢失了那次离港前做的AGM证书,那么该船也会被CFIA认定为AGM高风险船舶,从而产生高额检查费和1万加元的罚款。
