来自psco学习经验 【焦点问题】 Bulk carrier 16.10.2009，15243GT,被AMSA开出38条缺陷，其中2条30缺陷，以下列出主要缺陷，滞留是因为上述缺陷导致体系没有有效运行。欢迎大家学习讨论。 【典型缺陷】 1）Emergency Generator sequence test function defective. Emergency generator operating frequency too low ， 2）Safe access not provided to engine room vent fan damper closing mechanisms， 3）No.4 cargo hold port and starboard mushroom vents seized open. Sounding pipe caps not approved design. Cargo hatch cover drain non return valves defective. Tank and other space vent head structures corroded preventing closure - few places. Steering gear roommushroom vents defective. Port aft provisions hatch dogs seized. Minor work and store spaces natural vent covers seized open. Main deck fuel tank sounding pipe spring loaded device defective - three places. Labels missing most places. 4）Rescue boat launch and rescue boat davit instructions incomplete. Officers unfamiliar with painter placement. 5）No.2 WBT Port has indentation， 6）Starboard bridge wing BNWAS push button securing arrangement defective. 7）Forward bridge window cleaning access door defective. 8）Galley AC unit defective 9）Gasoline is being stored next personal firefighting equipment. BA cylinder air compressor missing instructions, covered in debris and air quality test certificate not available onboard. Fire locker equipment stowage areas not identified or tidy. Crew member unfamiliar with BA donning checks and cylinder below minimum working pressure. Fire suits sizes do not accommodate all crew. Training devices not identifiable from working devices. 10）Emergency Switchboard 450V and 110V system have earth faults and 24V system earth lamps defective. 11）All deck crane mast house and adjacent stores cluttered with debris, surfaces coated with cargo dust and have defective lighting. Starboard side access to bow blocked bulk bags of previous cargoes. The three port aft main deck tank lid covers not flush with main deck structure. Decks of other stores littered with equipment and area not tidy. 12）Crew hand washing clothes and undergarments in cabin basins as laundry locked as per posted signs. 13）Engine room fire pumps casing mechanical seals defective. Fire pump remote start push button not ready for use. 14）Oil leak from No.2 steering gear hydraulic pump. 15）Local operation procedure for emergency steering gear incomplete. 16）No.2 Diesel generator fuel pump enclosure contaminated with oil residues. No.1 Diesel generator turbo exhaust lagging incomplete. 17）Front cover missing from GMDSS electrical cabinet. 18）Water mist water tank self closing gauge cock stuck in open position 19）Auxiliary service SW pumps glands leaking. Generator fuel injector test device missing protective enclosures. Valves and pipe work missing labels. No.1 main air compressor blowing air back out of suction strainer and has cooling water leak. 20）Ships OWS procedures and signage do not ensure flow control valves in OWS sample are fully open during operation. 【学习经验交流举例】 ● 第2条缺陷图片：船员需要爬栏杆才能达到关闭DAMPER● Items 1,2,3,9,10,13,14,16,18,19,20 are definitely code 30 and serious defects ● 第5条缺陷，No.2 WBT Port has indentation，这条缺陷讲的是WBT PORT凹陷，是指WBT边舱凹陷,还是边舱的接口凹陷？凹陷的情况？所以这条缺陷不完整。 ● .第7条缺陷Forward bridge window cleaning access door defective.这条缺陷讲的是进入驾驶台玻璃清洁通道的门存在问题，只要能关上，即可，依据没有规定啊。 ● 第8条缺陷Galley AC unit defective：1.1 应配备能足以供给第.40条之1.1所述设备用电的主电源。主电源应至少由两套发电机组所组成。 第40条之1.1对所有为船舶正常操作和居住条件所必需的电气辅助设备保证供电而不求助于应急电源；这条滞留也没有问题。 你有啥心德，可以私信给我，谢谢！ |
