CHIEF ENGINEER’S STANDING ORDER
1. All engineer must read the standing order and initial them to indicate understanding thereof and compliance therewith.轮机员需阅读理解完成。
2. Every member of the watch shall be familiar with its assigned watch keeping duties.每人需熟悉指定的职责。
3. You are not to leave the engine room under any circumstances unless received by chief engineer or other engineer.除非有轮机长或轮机员指令,否则不能离开机舱
4. The engineer in charge of the watch shall be responsible for the inspection, operation and testing, a s required, of all machinery and equipment under his responsibility. The engineer in charge of a watch is the chief engineer’s representative and his primary responsibility ,at all times, and shall be efficient operation and up-keeping of machinery affecting the safety of the ship.轮机员负责检查/运行/测试机械设备,完成轮机长指令
5. The engineer in charge of the watch shall ensure that the established watch keeping arrangements are maintained. Under his general direction engine  room ratings, if forming part of the watch shall be required to assist in the safe and efficient operation of the propulsion machinery and auxiliary equipments.轮机员负责安全完成值班
6. At the beginning of the engineering watch, the current operational parameters and condition of all machinery shall be verified. Any machinery be not functional properly, excepted to malfunction or requiring special service, shall be noted along with any action already taken. Plants shall be made for any further action if required.值班开始需认真检查,运行不正常的设备,已采取必要措施。
7. The engineer in charge of the watch shall ensure that the main propulsion and auxiliary system are kept under constant surveillance, that inspection are made of the machinery and steering gear spaces at suitable intervals and appropriate action is taken to remedy any malfunctioned discovered.值班轮机员负责主副机正常运行,舵机房需巡视,采取适当措施排除故障。
8. When the machinery space is in manned conditioned, the engineer in charge of the watch shall at all times be readily capable of operation the propulsion equipment in response to the needs for changes on direction or speed. When the machinery space are in periodic unmanned condition, the designated duty engineer in charge of the watch shall be immediately available and on call to attend the machinery spaces.有人值班时,保证机器可以机动操纵,无人值班时及时处理机舱警报。
9. All the bridge orders shall promptly excute. Changes in direction and speed of the main propulsion unit should be recorded. Except where an administration determines the size or characteristics of the particular ship made such recording impracticable. The engineer in charge of the watch shall ensure that the main propulsion units controls, when the manual mode of operation, are continuously attended under stand- by or maneuvering conditions.驾驶台机动航行命令及时执行,主副机可以正常反应。
10. Due attention shall be paid to maintenance and support of all machinery, including mechanical ,electrical, hydraulic and pneumatic system, their control apparatus and associated safety equipment, all accommodation service system equipment and the recording of stores and spare gear usage.接班时需注意在进行的维修保养,包括机械电,液压系统和气动系统,以及相关的安全设备,住舱设备,物料备件使用情况。
11. The engineer in charge of the watch is informed of all preventive maintenance, damage control, or repair operation to be performed during the watch. The engineer in charge of the watch shall be responsible for isolation, by passing and adjustment of all machinery under his responsibility that is to be worked on, and shall record all work carried out.值班轮机员需知道预防维修,破损控制,以及值班需完成的工作。轮机员负责维修保养调节和记录设备使用情况。
12. Before going to duty, The engineer in charge of the watch shall ensure all events related to the main and auxiliary are suitably recorded.交班前,值班轮机员保证相关主副机运行参数适当记录好。
13. To avoid any danger to the safety of the ship and its crew, the engineer shall notify the bridge in the event of fire, impending steering gear failure, stoppage of the ship, propulsion system or alteration in the generation of electric power, or similar threat to the safety. This notification, where possible, shall be accomplished before changes are made in order to afford the bridge the maximum available time to take whatever action are possible to avoid a potential marine casualty.为防止损坏机器设备和人员,在发生火灾 舵机即将失效,停船,推进系统故障,失电,或发生相关威胁到安全时,值班轮机员应通知驾驶台。如可能,通知前尽可能进行处理。
14. When the engine room is put in stby condition, the engineer in charge of the watch shall ensure that all machinery and equipment which maybe used during maneuvering state.机舱备车时,值班轮机员确保机器设备随时可用。
15. Of immediate readiness and that adequate reserve of power if available for steering gear and other requirement.确保储备电源(舵机和其他设备)正常。
16. The engineer in charge of the watch shall pay attention to adequate supervision, at all time, of machinery affecting the safe operation of ship., condition and reliability of any remotely operated propulsion and steering equipment and their controls, control location and the procedures involved in placing them in manual mode of operation in the event of break- down of emergency.值班轮机员需注意所有影响安全的设备得到充分监视,应急操作说明需粘贴在机器旁。
17. The engineer in charge of the watch shall be know that use and operational condition of auxiliary, stand by and emergency equipment affecting the safe navigation, mooring of docking operation of the ship.值班轮机员应知如何使用影响安全的系泊设备,航行设备。
18. The duty engineer must report without delay to the C/E. on the following matters:值班轮机员需在下列情况下通知老轨
a. When any abnormality is found in the main engine, generators, boiler steering gear, main electric power supply and cable system, etc. and other vital machinery equipment.任何主机发电机锅炉舵机主电源系统,电线系统和其他重要设备异常时
b. When main engine comes to emergency stop of makes and automatic slow-down and it is necessary to stop or decelerate the engine manually.主机停车 自动减速或有必要手动降速。
c. When the main electric power supply lost. 失电时。
d. When the bilge begin to register an unusual increase.污水异常多时。
e. When fire broken out or is feared to break out.发生火灾时
f. When received an order from the master through the duty officer to change the revolution or speed of main engine, and estimated times of passing through narrow channel and of S/B. to enter port, etc.有驾驶台指令或过狭小水道时。
g. When there is a risk of sea or atmospheric pollution.发生污染海洋或大气时
h. When an injury of an accident occurs in the engine room.机舱发生受伤或事故时
