国际盲人节|White Cane Safety Day

今天是国际盲人节或者说国际视障人士日。其实盲人不足以概括视障人士的不同情况,另外相信视障人士也是不喜欢被区别对待的,也是我们万千大众的一位。这一天在英文里有White Cane Safety Day和 White Cane Awareness Day这两种表达。感觉在英文语境里面有结合了视障人士的常用工具手杖且将重点从安全转移到了“自我意识”更强调独立和平等。希望中文语境也可以尽早引入更合适的表达。今天的内容便分享一下有关国际盲人节的小知识。

When is the White Cane Safety Day?

In 1984, at the inaugural meeting of the World Blind Union held in Riyadh, the capital of Saudi Arabia, the 15th of October of each year was determined as "White Cane Safety Day". On the 18th of September, 1989, the China Disabled Persons' Federation issued a notice requiring all localities to celebrate the White Cane Safety Day every year, with the assistance of the provincial (municipal) blind associations and the assistance of the business departments, in combination with the local conditions, in order to enrich the lives of the blind and reflect the state and society's care for the blind.

盲人节是什么时候?

1984年,在沙特阿拉伯首都利雅德召开的世界盲人联盟成立大会上,确定每年的10月15日为“国际盲人节(White Cane Safety Day)”。1989年9月18日,中国残疾人联合会发出通知,要求各地在每年的国际盲人节时,由省(市)盲人协会出面,业务部门协助,结合当地情况,举行适当的庆祝活动,以活跃盲人的生活,体现国家和社会对盲人的关怀。

The History of White Cane Awareness Day

It was not until the 1960s, the National Federation of the Blind in the US became a leader in fighting for the rights of the blind and in pioneering innovative training programs using the white cane. At the urging of the federation, the United States Congress adopted a joint resolution in 1964 designating October 15 of each year as White Cane Safety Day and recognizing that white canes enable blind people to travel safely and independently. 

国际盲人日的历史

直到20世纪60年代,全美盲人联合会才成为为盲人争取权利的先驱并提倡白手杖使用的创新培训计划。在该联合会的敦促下,美国国会于1964年通过了一项联合决议,将每年的10月15日定为白手杖安全日,并承认白手杖使盲人能够安全而独立地行动。

While the white cane does keep blind people safe (because drivers and other pedestrians can easily see it), it is also a tool that blind people use to explore and navigate our environment. For this reason, the emphasis of White Cane Safety Day has shifted over time away from safety, and toward independence and equality. We believe that it's important to celebrate this history and recognize the white cane as the tool that allows the blind to "come and go on [our] own" as President Lyndon Johnson said back in 1964.

白色手杖能够保护盲人的安全(因为司机和其他行人很容易看到它),同时它也是盲人用来探索和导航我们环境的工具。因此,随着时间的推移,白手杖安全日的重点已经从安全转向独立和平等。正如1964年林登·约翰逊总统所说,我们相信,庆祝这段历史并承认白色拐杖是让盲人“来去自如”的工具,这一点很重要。

To emphasize the shift in focus from safety to independence, and to continue to use the white cane as a symbol, the National Federation of the Blind in the US has chosen to refer to this day as White Cane Awareness Day.

为了强调从安全到独立的重点转移,并继续使用白色手杖作为象征,全美盲人联合会选择将这一天称为"白手杖意识日"。
