URUGUAY ROUND AGREEMENT Decision on Financial Services 乌拉圭回合协定 关于金融服务的决定 Ministers,部长 Noting that commitments scheduled by participants on financial services at the conclusion of the Uruguay Round shall enter into force on an MFN basis at the same time as the Agreement Establishing the World Trade Organization (hereinafter referred to as the “WTO Agreement”), 注意到参加国在乌拉圭回合结束时预定的金融服务承诺应在最惠国基础上与《建立世界贸易组织协定》(下称“世贸组织协定”)同时生效, Decide as follows:决定如下: 1. At the conclusion of a period ending no later than six months after the date of entry into force of the WTO Agreement, Members shall be free to improve, modify or withdraw all or part of their commitments in this sector without offering compensation, notwithstanding the provisions of Article XXI of the General Agreement on Trade in Services. At the same time Members shall finalize their positions relating to MFN exemptions in this sector, notwithstanding the provisions of the Annex on Article II Exemptions. From the date of entry into force of the WTO Agreement and until the end of the period referred to above, exemptions listed in the Annex on Article II Exemptions which are conditional upon the level of commitments undertaken by other participants or upon exemptions by other participants will not be applied.一、尽管有《服务贸易总协定》第二十一条的规定,但在本协定生效之日后不迟于六个月的期限结束时,各成员可自由改进、修改或撤销其在本部门的全部或部分承诺,而无需给予补偿。同时,各成员应最后确定其关于本部门最惠国豁免的立场,尽管附件中有关于第二条豁免的规定。 自《WTO协定》生效之日起至上述期间结束,第二条豁免附件中所列的以其他参与方作出的承诺水平或其他参与方的豁免为条件的豁免将不适用。 2.
