board本义表示“木板”，但有时指的是船的甲板。最初是指海盗会藏身在甲板之下（below decks/board），以给目标船只的船员造成安全的假象。因此，其相反的表达above board就用来喻指“openly; without any trickery”，即“公开地；公正地”，相当于汉语里的“开诚布公；坦诚相待”。

【习语运用】

His conduct has been entirely above board.   

他的行为都是完全公开的。

We wanted things to be completely above board and no hanky-panky.   

我们要求把事情完全摆在桌面上，而不是鬼鬼崇崇。

【闲话习语】

该习语最早源自纸牌游戏中，玩家要把手放在桌面上（above the table/board），才被视作是公平的。Beaumont & Fletcher在其作品《The Custom of the Country》（1616）中有这样的描述：

"Yet if you play not fair play and above board too, I have a foolish gin here, I say no more." [Laying his hand upon his sword]

有意思的是，英语里几乎没有below/beneath board的用法，under board偶尔短暂使用过。但是，under hand却一直在使用，常合起来写作一个单词underhand。比如，Cyril Tourneur在他的作品《The Atheist's Tragedie》（1611）这么写道过：

"He does it under hand."
