船舶防污染管理,这四大方面要重视!

根据中国海事局的最新检查动向,近期针对防污染方面进行集中检查。此次检查是在PSC之外的检查项目,与PSC检查窗口是否开启无关,这就意味着只要靠泊国内港口就可能面临检查。该检查行动会涵盖防污染相关的各个方面,也就是MARPOL的所有附则及《中华人民共和国海洋环境保护法》的要求,如果有不符合项目将会被处罚并限制开航直到处罚完成。

案例:

某轮在青岛港海事局执法大队登轮检查,根据垃圾记录簿所记录船位测量垃圾丢海距离为11.5海浬,船上说是有12海浬外,双方产生争执,最后被巨额罚款。

另一艘船舶在国内港口的海事局防污染检查时发现燃油含硫量高于规范要求,最后在船东出具保函的情况下方得正常开航。

According to the latest inspection trend, China's MSA recently focused on pollution prevention inspections. This inspection is beyond the PSC and has seldom link to the PSC inspection window, which means that any ship docking at a domestic port may face inspection. The inspection will cover all aspects related to pollution prevention, that is, MARPOL's annexes and the requirements of the Marine Environmental Protection Law of the PRC, and any non-compliance with the project will be punished and restricted until the punishment is completed.
case:
Law enforcement brigade boarded the ship at Qingdao port and measured the distance from garbage thrown into the sea to the base line, which is 11.5 NM. The figure is conflict with the regulated distance of 12 NM. Finally ship was fined a huge amount.

Another ship found that the sulphur content of fuel oil was higher than the standard during the maritime Bureau's anti-pollution inspection at a domestic port, and was finally allowed to sail under the condition of a letter of guarantee issued by the owner.

一.

机舱含油污水处理

机舱含油污水的处理主要的就是围绕着油水分离器的管理,这是PSC检查的内容,大家应该有这方面的管理经验,也有很多这方面的教训,再次提醒大家注意以下管理要点:

Engine room oily water treatment is mainly around the management of oil-water separator, which is the content of PSC inspection. You should have this management experiences, as well as a lot of lessons in this respect, once again remind you to pay attention to the following management points:

1. 严格执行MARPOL附则相关规定,保持15PPM检测装置的有效运行;

  2. 报警测试按SMS体系规定周期严格执行,并保留测试记录;

  3. 轮机员都应熟练掌握处理装置的操作;

  4. 相关操作说明张贴物清爽无脏污;

  5. 15PPM检测装置显示的UTC时间和船上的Local时间应匹配;

  6. 校正证书在有效期内,副本在设备上张贴;

  7. 三管轮和轮机长应熟悉检测记录的调阅和警报测试操作;

  8. 油类记录簿记录规范;

  9. SLUDGE送岸,应根据程序书要求执行风险评估、作业流程。保留完整的记录,包括风险评估表格、Checklist、安全会议记录等。作业完成后保留接收单据、油类记录簿正确记录,航海日志、轮机日志正确记录。

a) Strictly implement the relevant provisions of MARPOL Annex to maintain the effective operation of the 15PPM detection device;

  b) Alarm testing period as stipulated in the SMS system strictly enforce, and keep the test record;
  c) Engineer should be familiar with processing equipment operation;
   d) Related instructions sticker shall be clearly posted without dirt;
   e) 15 PPM detection device according to UTC time and the ship's Local time should be matching;
   f) Copy of calibration certificate within the period of validity, posted nearby the equipment;
  g) Third engineer and CE should be familiar with testing records and alarm test;
   h) Oil record book record specifications.
   i) SLUDGE to shore, should be in accordance with the procedures for risk assessment and work process. Maintain complete records, including risk assessment forms, Checklist, and safety meeting minutes. After the completion of the operation, the receipt documents, oil record book, navigation log and engine log shall be correctly recorded.

生活污水处理

1. 抵港前注意保养处理装置,如需冲洗底部污泥,应留足重新培养起足够数量好氧菌群的时间(一般最少需要4天);

  2. STP如有回流管,应保证回流清晰可见;

  3. 消毒药投药装置(药片管或药水泵)应保持良好状态;

  4. 如有Holding Tank,应注意是否有张贴排放速率表;

  5. 沿岸航行时如有排放记录,应注意12海里测量基线为领海基线,而不是最近陆地!注意排放时间和排放速率必须匹配。

a) Maintain the treatment unit before arrival. If the bottom sludge needs to be washed, allow enough time for the re-cultivation of sufficient quantity of aerobic bacteria (usually at least 4 days);

b) STP reflux pipe, if any, should guarantee the reflux is clearly visible;

c) Disinfectant as drug delivery device (pills or medicine pumps) should be in good condition;

d) If there is a Holding Tank, should pay attention to whether there is a post discharge rate table;

 e) Discharge records in coastal navigation, if any, should be paid attention to 12 nm measurement baseline for the baselines of the territorial sea, rather than land nearby! Note that the emission time and emission rate must match.

船舶垃圾处理

垃圾处理和规范化管理是管理团队需要时时提醒的事项,应该在船上培养起良好的卫生习惯跟行为规范。曾经有在抵港前刚开完会叮嘱相关规定,但第二天清早大副检查配餐间垃圾桶时又发现有泡面塑料袋混到了食物垃圾桶中!

Garbage disposal and standardized management are matters that the management team needs to remind constantly, and good hygiene habits and codes of conduct should be developed on board. 1. 2018年3月1号开始,电子垃圾、货物残留物的处理和记录应符合MARPOL的相关要求,请认真核对和记录新的垃圾记录簿,注意正确分类;

  2. 严格分类存放,各个地点包括船员舱室垃圾桶严格分类,特别应注意船员舱室垃圾桶混装的毛病;

  3. 食物垃圾严格执行垃圾管理计划的相关规定,近岸航行特别注意:关于12海里的官方认定为领海基线外而不是最近陆地外!此点应特别注意

  4. 注意检查规范垃圾记录簿的记录;

  5. 如有使用焚烧炉处理垃圾,注意垃圾记录簿的相关记录必须匹配;特别应注意厨房的Cocking Oil应记录在垃圾记录簿而不是油类记录簿。

a) Starting from March 1, 2018, the treatment and recording of electrical waste and cargo residues shall meet the relevant requirements of MARPOL. Please check and record the new garbage record book carefully, and pay attention to the correct classification.

  b) Strictly classified depositing, classifies various locations including the crew compartment trash can, special attention should be paid to the crew compartment trash mixture.

  c) Food waste strictly implement waste management plan, the relevant provisions of the offshore navigation special note: about 12 outside rather than the official identified as the baselines of the territorial sea of the sea land outside recently! (should pay special attention to this point) ;

   d) Check specially garbage record book.

   e) If there are any use of incinerator for garbage disposal, pay attention to the record in garbage record book which must match; In particular, it should be noted that Cocking Oil disposal should be recorded in the garbage book instead of the oil book.

四.

空气污染管理

关注硫氧化物和氮氧化物的排放规定,以及臭氧层消耗物资的管理,以下要点:

Attention should be paid to the emission requirements of sulphur oxides and nitrogen oxides, as well as to the management of ozone depleting materials.
1. 燃油含硫量取样,应在经Class许可认证的取样点取样,取样前注意冲洗取样管和取样考克(先放掉大约5倍取样量的前油);近期有一条船在威海靠泊期间,海事局防污染官员上船取样送验,结果发现含硫量原超过0.5%的上限,罚则为6万人民币!

  2. 目前国内的ECA为海南岛全岛、西江流域和长江流域。如靠泊前述区域港口,必须换用0.1%含硫量的LLSMGO,应严格遵循SMS换油程序,根据置换曲线计算出来的时间提前开始换油作业;并保留完整的换油记录。有某船为了节省一点低硫MGO把实际含油时间延后,船靠完码头海事局马上上船取样,结果因换油不彻底,超过了0.1%的上限,被科以重罚!希望轮机长千万不要心存侥幸,认为海事局官员不会马上登轮检查。

  3. 而对于氮氧化物的控制主要注意的是涉及排放的设备相关配件(Technical File所列)必须保持记录簿的完善,所更换的配件都要有技术卷宗Technical file所列IMO配件号,所有参数的调整、配件的更换都应记录。

  4. 接收燃油的BDN应该注意是否符合IMO规范,比如是否有IMO的BDN No. (如下图的BDN No.为空),此外,IMO标准的BDN还应包含下列信息:

  a) 接受燃油的船舶名称和IMO编号;

  b) 港口;

  c) 交付开始日期;

  d) 船用燃油供应商名称、地址和电话号码;

  e) 产品名称;

  f) 数量(公吨);

  g) 15℃时的密度(单位kg/m3);

  h) 硫含量(单位% m/m);

  i) 一份由燃油供应商代表签署和证明的声明,证明所供燃油符合MARPOL公约附则VI第14.1或14.4条,以及第18.3条的规定(此声明可作为BDN的一部分)。

a) The sulfur content of the fuel should be sampled at the sampling point approved by Class. The oil change operation shall be started in advance according to the time calculated by the displacement curve in strict accordance with the SMS oil change procedure; And keep a complete oil change record. In order to save a little low-sulfur MGO, a ship delayed the actual oil-bearing time, and the maritime Bureau boarded the ship to take samples immediately after the ship docked. As a result, the oil was not completely changed, exceeding the upper limit of 0.1 percent, and was severely punished by the department! Hope the CE do take the chance that maritime officials won't board the ship immediately;
c) For NOx emission control major note is involved in the equipment related accessories (Technical) listed in the File must be kept in the improvement of the book, the replacement of parts should have Technical File Technical IMO accessories listed in the File, all the parameters adjustment and replacement parts should be recorded.
d) Pay attention to fuel BDN to whether conforms to the IMO standard, such as whether to have the BDN IMO No. (Following picture shows no BDN No.) In addition, the IMO standard BDN should also contain the following information:
  i. Name of the ship receiving fuel oil and IMO number;
  ii. the port;
  iii. the commencement date of delivery;
   iv. Name, address and telephone number of Marine fuel supplier;
  v. Product name;
  vi. Quantity (metric tons);
  vii. Density at 15℃ (unit kg/m3);
  viii. sulfur content (unit % m/m);
    ix. A declaration signed and attested by a representative of the fuel supplier that the fuel supplied complies with Article 14.1 or 14.4 of Annex VI to the MARPOL Convention and Article 18.3 (this declaration may form part of the BDN).

  作为ISM的重要内容,船舶防污染应该列为我们日常工作的重点。需要所有管理人员能够认识到操作和记录的规范性,遵守有关法规并做好正确记录,同时,应该深入了解规范内容,并且能够清醒认识其根本所在,而不应似是而非,造成知其然而不知其所以然。
