Changsha Municipal People's Government has publicized the performance evaluation objectives for cadres on the homepage of its official Web site. The exam papers for evaluating work performance of cadres have been publicized online for the first time.
Changsha of Hunan Province recently issued performance evaluation objectives for the leading groups of Party and government organizations for 2010. This is the first time that the "exam papers" have fully been disclosed to the public since Changsha launched the work performance evaluation system for cadres.
Changsha started implementing the performance evaluation system for the leading groups of Party and government organizations and for leading cadres in 2007, which covers all of the leading groups of 96 Party and government organizations directly under Changsha Municipal People's Government in nine districts and counties.
Over the past three years, the "serious" performance evaluation system has caused 65 cadres at the level of deputy division chief and above to be admonished by relevant units and 12 cadres to lose their positions. This once aroused a stir among cadres in Changsha.
The approach of publishing the exams was already further improved in 2010. To enable more ordinary citizens to understand the new measures in publicizing the cadre-related performance evaluation objectives, Changsha published related information in the local newspaper one day after the objectives were publicized online.
Yan Chengfang, deputy chief of the Changsha Municipal Performance Evaluation Management Office, believes that public supervision will help each unit to formulate practical objectives, without laying out too aggressive or conservative objectives. Aside from publicizing the performance evaluation objectives, Changsha will also publicize the performance evaluation results in a timely fashion.
"After the 'exam papers' have been publicized, it is necessary for ordinary citizens to know the 'exam' results for each unit," Yan added.
