国际贸易市场瞬息万变，不同国家的外贸规定自然也不会一层不变。这不，又有几个国家出了新规。做外贸货代要认真看看，万分注意啊！

Everything changes so quickly on the international trade market so the rules of different countries will change. Look, there are new regulations. You should take a look and pay close attention!

西班牙

Spain

根据西班牙海关要求，所有至西班牙或到西班牙中转的货物必须提供HS CODE(4位)。

According to the regulation of Spainish customs, every goods delivered or transferred to Spain should be presented with HS CODE (4 figure).

此规定从即日起强制执行，因此，请在提交提单样本时务必提供4位HS CODE。

The regulation takes effect as from today. Therefore, do provide 4 figure HS CODE when delivering the sample of bill of lading.

如果是多种货物混装，涉及到不同的HS CODE，请按照HS CODE分开发送cargo信息，避免申报不全，引起海关罚金。

If it is assorted packing, it refers to different HS CODE. Please separately send the imformation of cargo according to HS CODE in case of incomplete declaration and customs fine.

如果不需要显示HS CODE在提单上，请在SIREMARKS注明。

If you don’t need to show HS CODE on the bill of lading, please note that on SIREMARKS.

秘鲁

Peru

从即日起根据秘鲁海关要求，所有到秘鲁的货物舱单中必须显示收货人和通知人的RUC NO.，此信息不强制显示在提单上。

From now on, according to Peruvian customs, RUC NO. of consignee and notifier ought to be shown on the cargo manifest.

特此提醒，在提交提单样本时仔细核查信息是否完整，若有更改则需要及时联系相关部门。

Hereby remind that check the imformation when delivering the sample of bill of lading. Contact with relevant department if it needs any change.

澳大利亚

Australia

从2017年1月1日起，所有进口澳大利亚货物必须在提供每种货物准确适用的6位商品编码，OOCL已发公告通知客户在提供补料时要提供正确商品编码，公告如下：

From January 1st 2017, all the goods exported to Australia should be provided with accurate 6 figure commodity code and when OOCL sends announcement, the accurate commodity code should be presented. As follows:

根据澳大利亚进口舱单申报要求，所有进口至澳大利亚的货物都必须提供6位数字的商品编码(HS Code)以助于澳大利亚港口部门进行检查以及舱单申报。

According to Australian Import manifest declaration requirements, all the goods imported to Australia should provide 6 figure HS CODE in order to help checking and declaration of shipping bill of Australian port authority.

阿根廷

Argentina

阿根廷政府前段时间发布1999号法令，废除了上届政府执政期间出台的从阿南部港口出口的补贴政策。

Argentine government issued decree No.1999 that abolished subsidy policy that exported from south of Argentina.

据悉，该项政策由前政府于2015年11月通过并实行，其内容是为原产自阿根廷科罗拉多河以南省份，并在南部指定港口装运和报关的出口货物给予出口补贴。其中，涉及阿南部包括玛德琳港、里瓦达维亚港等9个港口，补贴幅度为货物离岸价的8%-13%不等。

It is according that the policy has been carried out by the former government. The content of the policy is the export good which are originate from the Colorado river south province of Argentina, needing to Shipment and customs clearance in the specified  port in southern, will be given export subsidies., including Madeleine, via port in Hong Kong, and other nine ports.And the Subsidies range is FOB from 8% to 13%.

 

莫桑比克

Mozambique

         

莫桑比克原木出口禁令将于明年1月1日生效

Mozambican ban of log export will go into effect on next year’s January 1st.

2016年11月以前，莫政府暂停签发新的木材砍伐许可证，有效期为二年。莫政府出台原木出口禁令，目的是阻止莫森林退化趋势。

Before November 2016, Mozambican government suspended the issue of new license of forest harvest which would last 2 years. Mozambique did that to keep their forest from degeneration.

莫桑比克森林面临合法和非法砍伐的双重压力，在莫中部索法拉省、赞比西省和太特省以及莫北部德尔加杜角省尤其明显。

Mozambican forest is under great pressure of legal and illegal logging especially in Sofala province, Zambeze province, Tete province as well as Cabo Delgado province.

中国&巴基斯坦

China and Pakistan

依据客户要求和商品本身是否属于可享受减免关税的类型，中国企业出口到巴基斯坦可以办理产地证CO，也可以办理普惠制产地证FTA，目的港可减免关税。即出口巴基斯坦办理中巴产地证可免关税。

According to client’s requirement and if the commodity has tariff exemption, Chinese enterprise can conduct CO when exporting goods to Pakistan or conduct FTA so that it can reduce some tariff. You can exempt from customs duty once you conduct Certificate of Origin China-Pakistan FTA.

沙特

Saudi Arabia

沙特阿拉伯海关总署正式通知，从2017年1月1日起，所有沙特口岸海关将不再接受纸质清关授权函，所有进口单位需要到沙特海关网站注册并提交电子版清关授权函方可正常清关，对于在2017年1月1日前已经递交纸质清关授权函的进口单位在该清关授权函有效期内仍然可以正常清关。

Saudi Arabian customs declares that from January 1st 2017, all the customs port of Saudi Arabia won’t receive paper Customs clearance authorization letter any more. All the importers need to submit the Customs clearance authorization letter (Electronic edition) before customs clearance. For those who have submitted the letter before January 1st 2017, the customs clearance will be in motion.

不管新规的变化究竟对咱影响好或坏，我们都无力阻止它们的实行。唯有接受它，并脚踏实地的努力做好。

Regardless of the benefit or harm the new regulations bring, we are unable to stop but to accept that and make great efforts to do it well.
