【原】AMSA又有新动作

AMSA发布了2017/7次海事通告，通告中就当前AMSA发现的救助艇检查中发现的缺陷进行了提示，提醒相关方重视，按照AMSA的特点，该通告发出以后，在接下来的几个月将重点检查。业界应加强该类型救助艇的维护保养。通告很长，挑几点讲讲。

一是：救助艇的检查依据：ISM code的10.3，LSA IV的4.4 、V/ 5.1.1.8，SOLAS公约关于应急操作及保养的内容。其中ISM CODE 10.3要求将关键设备的保养编制进SMS，LSA IV的4.4要求救助艇应在5分钟内启动。LSA Code Chapter V/ 5.1.1.8要求燃油需至少够6节 4小时使用

二是：AMSA发现的缺陷：

1、船员启动救助艇不使用冷却水，将导致冷却水泵损坏。（操作类缺陷）

2、设备的操作说明不在船，船员不知道如何使用外挂艇机式救助艇。（操作类缺陷）

3、冷却系统进口堵塞（设备缺陷）

4、tell-tale 孔堵塞

5、救助艇桨叶损坏

6、冷却水系统管道堵塞

7、燃油不合符要求导致救助艇启动困难。

这种艇机日本产的比较多，上图为雅马哈的损坏螺旋桨。通告中指明了正确的测试方法，并指明了常规的燃油的配比。下图为正确的测试方法，下表是各国最近关于救助艇的缺陷列表。
