摘 要

上海电力设计院有限公司( SEPD)是由上海市电力公司控股的电力设计咨询企业主要从事电力咨询、设计建筑设计、电网规划和热网规划、工程监理和工程项目的承包建设等业务具有甲级设计、咨询、监理和工程总承包资质其主要业务领域在电力公司。在近些年的发展过程中公司注重电力建设的城市特征提高供电的安全性、可靠性注重环保与周边环境相协调形成了有特色的城市电网建设模式在全国享有一定的声誉。

目前电力设计咨询行业既面临巨大的机遇又面临着电力体制改革的深化 即主辅分离 电力设计企业将与电网脱钩参与到市场竞争中去。此外我国加入WTO后 国外的工程咨询企业正以技术、资金、装备和服务等方面的优势加剧整个设计行业的竞争程度。 由于改革的不彻底 SEPD内部仍存在着种种弊端阻碍了企业的进一步发展。 SEPD正面临前所未有的竞争压力。

本文根据电力体制改革、设计行业体制改革以及加入WTO企业所面临的新形势分析了外部法律政策及经济技术等环境对行业市场进行了预测及五种力量分析对企业内部优势与劣势、外部机会与威胁和企业业务进行了综合分析。在这些分析的基础上提出了SEPD的总体目标、市场定位和发展模式提出了围绕总体目标的短、中、长期目标体系和目标聚焦与差异化竞争战略。

ABSTRACT

Shanghai Electric Power Design Institute (SEPD) is a consultingcompany specialized in electric power design held by Shanghai Power Co.,Ltd.The company is majoring in power consultation, design, architecturedesign,power grid and district heating planning,project management andimplementation. The company is well qualified in A-Class design,consultation,project management as well as mail contractor for engineeringprojects. During the past years, the company has been focusing ondeveloping electric power construction with urban characteristic, improvingsafety and reliability for electric power supply. The company’senvironmental mindset has formed a distinctive constructing mode for urbanpower grid,which is well known nationwide.

Electric power design and consulting has been given a greatopportunity by the present time,but at same time also is facing challengesfrom reformation of power system, that is the separation of electric powerdesign from power grid and upcoming market competition.After the China’sentry to WTO, the competition is getting intensified with foreign

counterparts’ entries with clear advantage in technology, financing,equipment and service.While there are still many defects within SEPD dueto the uncompleted reformation, and blocks the further development of thecompany.The SEPD is facing great threat than ever before.

The thesis is based on the current situation of reformation of powersystem and electric power design segment as well as the challenge that localcompanies are facing after the entry to WTO.The other foundation are theanalysis of local law,policies,economy and technology, the forecast and thefive individual forces of the local market, as well as the comprehensiveanalysis of company’s strength,weakness,opportunity and threat.Based onabove analysis, the thesis presents the overall target, company position, anddevelopment model of SEPD, the company’s short,medium and long termtarget system and focus as well as the differential competitive strategy basedon above analysis.

The thesis applies a large amount of analysis date of segment statisticsand forecast, reinforced by powerful tool for strategy analysis of modementerprises.The thesis provides complete analysis and summary of overallstrategic development of SEPD.The thesis also provides a set of operationalscenarios in system structure,human resource,production management.
