燃油取样点开装了,怎么装?哪里装?先拿个330万的事故开开眼!

最近又有朋友问老编燃油取样的问题,就是加呗,没啥可以商量的。

因为IMO这次是通过MEPC.324(75)决议修订了MARPOL附则VI的第14条。以前的所有说法和争议,都没了意义,按照MARPOL的要求做,才会没问题。

对于这个第14条,由于信息壁垒和修订太快,有的朋友还没看到,PSCReady老编贴出来,并做了提示,大家可以先看下纯英文版本。

有的朋友不愿意看,说头大,只是要提醒大家有的船刚刚损失了330万,属于一般等级交通事故,本期各位还是看仔细了,小取样阀,一旦出事,就是大事。

尤其是老轨和机务管理人员,这个责任真的背不起!

01

Regulation 14 Sulphur oxides (SOx) and particulate matter

General requirements

1【硫含量要求】 The sulphur content of fuel oil used or carried for use on board a ship shall not exceed 0.50% m/m.

2 【监控要求】The worldwide average sulphur content of residual fuel oil supplied for use on board ships shall be monitored taking into account the guidelines developed by the Organization.19—— Refer to the 2020 Guidelines for monitoring the worldwide average sulphur content of fuel oils supplied for use on board ships (resolution MEPC.326(75)).

Requirements within emission control areas

3 【排放控制区】For the purpose of this regulation, an emission control area shall be any sea area, including any port area, designated by the Organization in accordance with the criteria and procedures set forth in appendix III to this Annex. The emission control areas under this regulation are:

.1 the Baltic Sea area as defined in regulation 1.11.2 of Annex I of the present Convention;

.2 the North Sea area as defined in regulation 1.14.6 of Annex V of the present Convention;

.3 the North American Emission Control Area, which means the area described by the coordinates provided in appendix VII to this Annex; and

.4 the United States Caribbean Sea Emission Control Area, which means the area described by the coordinates provided in appendix VII to this Annex.

4 【排放控制区,硫含量0.1%要求】While a ship is operating within an emission control area, the sulphur content of fuel oil used on board that ship shall not exceed 0.10% m/m.

5 【燃油供应商责任】The sulphur content of fuel oil referred to in paragraph 1 and paragraph 4 of this regulation shall be documented by its supplier as required by regulation 18 of this Annex.

6 【燃油转换程序要求,电子版本可以接受】Those ships using separate fuel oils to comply with paragraph 4 of this regulation and entering or leaving an emission control area set forth in paragraph 3 of this regulation shall carry a written procedure showing how the fuel oil changeover is to be done, allowing sufficient time for the fuel oil service system to be fully flushed of all fuel oils exceeding the applicable sulphur content specified in paragraph 4 of this regulation prior to entry into an emission control area. The volume of low sulphur fuel oils in each tank as well as the date, time and position of the ship when any fuel oil changeover operation is completed prior to the entry into an emission control area or commenced after exit from such an area shall be recorded in such logbook or electronic record book as prescribed by the Administration.

7 During the first 12 months immediately following entry into force of an amendment designating a specific emission control area under paragraph 3 of this regulation, ships operating in that emission control area are exempt from the requirements in paragraphs 4 and 6 of this regulation and from the requirements of paragraph 5 of this regulation insofar as they relate to paragraph 4 of this regulation.

In-use and onboard fuel oil sampling and testing

8【请注意引入in-use sample 和 onboard sample两个概念,二者不同,前者用英文解释为:a sample of fuel oil in use on the ship.后者用英文解释为:a sample of fuel oil intended to be used or carried for use on board the ship.】 If the competent authority of a Party requires the in-use or onboard sample to be analysed, it shall be done in accordance with the verification procedure set forth in appendix VI to this Annex to determine whether the fuel oil being used or carried for use on board meets the requirements in paragraph 1 or paragraph 4 of this regulation. The in-use sample shall be drawn taking into account the guidelines developed by the Organization.21 The onboard sample shall be drawn taking into account the guidelines developed by the Organization.22

9 【样品密封要求】The sample shall be sealed by the representative of the competent authority with a unique means of identification installed in the presence of the ship’s representative. The ship shall be given the option of retaining a duplicate sample.

In-use fuel oil sampling point

10 【本条引用了5条和6条,是为了说明该条适用于400总吨以上的船舶及平台。】For each ship subject to regulations 5 and 6 of this Annex, sampling point(s) shall be fitted or designated for the purpose of taking representative samples of the fuel oil being used on board the ship taking into account the guidelines developed by the Organization.23 Refer to the 2019 Guidelines for on board sampling for the verification of the sulphur content of the fuel oil used on board ships (MEPC.1/Circ.864/Rev.1). ——这个通函被引用,而具有强制性

11 【对2022年4月1日以前建造的船舶给与安装节点:2023年4月1日之后第一次IAPP证书换证检验完成。由于IAPP证书的周期是五年,所以老旧船今年换证的话,最多可以拖到2028年4月1日】For a ship constructed before 1 April 2022, the sampling point(s) referred to in paragraph 10 shall be fitted or designated not later than the first renewal survey as identified in regulation 5.1.2 of this Annex on or after 1 April 2023.

12【排出不使用燃油的船舶】 The requirements of paragraphs 10 and 11 above are not applicable to a fuel oil service system for a low-flashpoint fuel for combustion purposes for propulsion or operation on board the ship.

13【人性化原则】 The competent authority of a Party shall, as appropriate, utilize the sampling point(s) which is(are) fitted or designated for the purpose of taking representative sample(s) of the fuel oil being used on board in order to verify that the fuel oil complies with this regulation. Taking fuel oil samples by the competent authority of the Party shall be performed as expeditiously as possible without causing the ship to be unduly delayed.

这次修订后的MARPOL附则VI第14条,引用了两个决议,两个通函。

如果海务,机务都去看这个,估计要头大,所以专业的问题还要交给专业的人,不懂的找船级社吧,毕竟拿钱就要出台的。

我们来介绍下引用的两个通函

MEPC.1/Circ889的全名是:2020 guidelines for on board sampling of fuel oil intended to be used or carried for use on board a ship,2020年12月7日通过并实施,用来指导船舶和供油船的,防止二者扯皮。虽然这个导则不是强制的,但是被MARPOL引用后就变得强制了,取样要按照这个来,按照这个导则,取样的时候船员应在场,并应当场密封,双方签字,可以是燃油舱也可以在供油系统里取。

放心吧,有心的PSCO已经开始研究这个通函了,如果取样不合格,是可以开缺陷的……

MEPC.1/Circ.864/Rev.1的全称是:2019 guidelines for on board sampling for the verification of the sulphur content of the fuel oil used on board ships,2019年5月21日通过并实施,用来指导主管机关取样化验核实硫含量使用的,PSCO、FSCO以及现场监督检查员应当仔细阅读。

同时在这个通函里交代了取样点的设置,但是只有原则,没有具体位置,原则包括六条:

1覆盖到燃油设备使用的各种燃油类型;

2位于燃油日用柜下游;

3尽可能靠近燃油设备,顾及到取样点后的燃油类型、流量、温度及压力;

4对取样点所在位置进行防护,防护装置或结构能够承受可能的燃油泄漏和喷溅,并避免喷溅到加热表面或电气设备;

5取样点的布置应设有泄放收集装置;

6容易到达且安全。

有的机务会问了,那到底怎么装呢?

老编偷偷告诉你,不要自己瞎捉摸,找船级社,关键设备,这个要改图纸,还要重新认定盖章,出了事也可以找个背锅的。

如果自己装,出了事,自己兜着走……

2019年6月21日0725时许,PACIFIC BASIN SHIPPING(HK)LIMITED所属中国香港籍散货船“BONNY ISLAND”轮在营口港鲅鱼圈港区62#泊位机舱发生火灾,事故导致该轮2#发电机损毁、3#发电机过火部分部件损坏,且机舱内的部分消防器材及部分电缆损坏,直接经济损失约330万元人民币。

据调查,事故原因为“BONNY ISLAND”轮 2#发电机进油管上船员自行安装的取样阀的接头破断、燃油喷出导致火灾。

事故经过:

2019年5月,“BONNY ISLAND”轮的船舶管理人员于防城港访船期间,要求该轮查找适合的燃油取样位置。

根据调查报告:请注意,这里是船舶管理人员要求船方加装的

6月3日,该轮轮机长向公司申请物料,要求公司提供5个铜阀,作为取样阀。

再次提醒:根据调查报告,整个事件是轮机长主导的,但凡没喝醉也要找下验船师。

13日,在该轮轮机长的同意下,大管轮、二管轮将收到的5个铜阀分别安装于主机、3台发电机及生活污水处理设备上。

14日,“BONNY ISLAND”轮载30929.8吨钢材从连云港驶往营口港加装钢材。

16日,该轮向公司发送了保养周报,内附安装在主机、3台发电机及生活污水处置设备上的取样阀的照片,并于2000时在营口港鲅鱼圈港区锚地抛锚。

18日,该轮二管轮发现安装在2#发电机上的取样阀轻微泄露,于是停机拆下泄露的取样阀,并在船上找来一旧阀(铜阀),由于螺纹不配,其要求铜匠将旧阀与拆下的泄露取样阀的下端接头进行焊接,其后,将焊接后的旧阀安装在2#发电机的进油管上,并启动运行2#发电机,直至21日0725时许事故发生。

主机是关键设备,想开口就开口,想改就改,胆大妄为,老轨估计是财富自由了……

至于,最后怎么处理机务和轮机长,老编想至少不会给发奖金,如果按照海交法,不仅仅是前的时,饭碗要没了……
