整体情况
1、基本检查情况

     2022年3月东京备忘录地区共开展PSC检查1962艘次,发现缺陷3454项,滞留船舶49艘次,滞留率为2.50%。

2、船舶滞留情况

     3月份12个国家/地区实施了滞留,澳大利亚滞留船舶艘次最多,共滞留了12艘次,印度尼西亚滞留了9艘次、韩国滞留了8艘次。

滞留率最高的国家/地区依次是:韩国,7.21%;澳大利亚,5.74%。

3、滞留缺陷类别分布

    3月份共开出滞留缺陷126项,占据首位的是消防安全相关缺陷,排名二、三位的依次是ISM和救生设备缺陷。

   1、救生艇遥控释放钢丝脱落
缺陷描述:

During launching of starboard lifeboat, the internal remote release wire broke and fell off the lifeboat.

在降落右舷救生艇过程中,艇内遥控释放钢丝断裂脱落。

公约原文:
S74-2/CIII/R48.1.4

The launching mechanism shall be so arranged that it may be actuated by one person from a position on the ship's deck and, except for secondary launching appliances for free-fall lifeboats, from a position within the survival craft or rescue boat. When launched by a person on the deck, the survival craft or rescue boat shall be visible to that person.

分析:

       SOLAS公约及修正案对救生艇筏降落装置有明确要求,除了自由降落救生艇的次要降落设备以外,降落装置要满足以下三点:一是可一人操作,二是在甲板某一位置和在艇内均可操作,三是在甲板上降落操作时应能始终观察到救生艇筏的动向。其中第二点因公约中文翻译与英文版本不一致问题,曾经造成一些困扰,即艇内和甲板均应设置快速降落装置,而不是设置其中之一。本例中,艇内释放钢丝在操作时断裂脱落,将导致救生艇无法在艇内进行降落释放,因此船舶被滞留。在PSC/FSC检查实践中,救生艇筏降落装置还存在其他一些缺陷,如:释放钢丝未穿入救生艇内、释放钢丝被打死结无法穿入救生艇内、在艇内和/或甲板上的降落装置不能降落救生艇、在甲板上的快速释放钢丝在降落操作过程中断裂、在甲板上进行降落救生艇操作时无法始终观察救生艇的动向,其中后面三项缺陷将可能导致船舶被滞留。

  2、舵机故障
缺陷描述:

Steering gear out of order.

舵机故障。

公约原文:
SOLAS/CII-1/R29.3

The main steering gear and rudder stock shall be:

  .1 of adequate strength and capable of steering the ship at maximum ahead service speed which shall be demonstrated;

  .2 capable of putting the rudder over from 35° on one side to 35° on the other side with the ship at its deepest seagoing draught and running ahead at maximum ahead service speed and, under the same conditions, from 35° on either side to 30° on the other side in not more than 28 s;

  .3 operated by power where necessary to meet the requirements of paragraph 3.2 and in any case when the Administration requires a rudder stock of over 120 mm diameter in way of the tiller, excluding strengthening for navigation in ice; and

  .4 so designed that they will not be damaged at maximum astern speed; however, this design requirement need not be proved by trials at maximum astern speed and maximum rudder angle.

分析:

SOLAS公约对船舶舵机系统有详尽的规定,舵机故障现象和原因也是多种多样,既有电气方面,也有液压系统方面,还有操作相关等。在此将浦东海事局近一年安检中查出的有关舵机方面近100条缺陷进行归纳举例如下:驾驶室舵机控制系统及报警电源开关无法合闸供电、2号舵机液压系统漏油、舵机操舵装置右满舵不足35度(实际只能达到31度)、舵机工作油箱未设置低液位报警、1号舵机和2号舵机的舵机液压油柜低液位报警测试失败、1号舵机断相报警故障、舵机间舵机报警系统故障、驾驶台未张贴应急操舵方框图、轮机人员不熟悉舵机警报(如低液位、缺相等警报)的测试、2号舵机在断相警报测试时操作不当导致舵机电机故障、舵机间通往操舵位置和控制器的工作通道未提供扶手栏杆和格子板或其他防滑地板、舵机液压油储存柜内储备油量不足、舵机间2号舵机的压力表损坏,等等。

   3、签发的IOPP证书有效期限超过5年
缺陷描述:

International Oil Pollution Prevention Certificate issued for a period exceed 5 years

签发的IOPP证书有效期限超过5年。

公约原文:

MARPOL Annex I, M73/78/ANI/R9;

1 An International Air Pollution Prevention Certificate shall be issued for a period specified by the Administration, which shall not exceed five years.

2 Notwithstanding the requirements of paragraph 1 of this regulation:

 .1 when the renewal survey is completed within three months before the expiry date of the existing certificate, the new certificate shall be valid from the date of completion of the renewal survey to a date not exceeding five years from the date of expiry of the existing certificate;

 .2 when the renewal survey is completed after the expiry date of the existing certificate, the new certificate shall be valid from the date of completion of the renewal survey to a date not exceeding five years from the date of expiry of the existing certificate; and

.3 when the renewal survey is completed more than three months before the expiry date of the existing certificate, the new certificate shall be valid from the date of completion of the renewal survey to a date not exceeding five years from the date of completion of the renewal survey.

      根据MARPOL公约的规定,IOPP证书的有效期不得超过5年。该缺陷属于该情况。但如果船舶换证检验在现有证书期满之前3个月内完成,则新证书应从换证检验完成之日起,至现有证书期满之日后不超过5年的日期内有效。如果换证检验在现有证书期满之日后完成,则新证书应从换证检验完成之日起,至现有证书期满之日后不超过5年的日期内有效。如果换证检验在现有证书期满之日的前3个月前完成,则新证书应从换证检验完成之日起不超过5年的日期内有效。IOPP证书有效期可参照以下三图。
