During the first year of the 14th Five-Year Plan period, the city implemented a new talent-driven development strategy and launched several unprecedented innovative talent policies. In a targeted effort to attract distinguished professionals from all over the world, household registration procedures have been simplified for talent from certain strategic emerging industries and those working in “Five New Towns”; “Five Projects” has been rolled out to nurture talented people; the performance-based salary system and the reward system for sci-tech achievement commercialization have been optimized to encourage innovation and entrepreneurship; and the service system has been upgraded to create a favorable ecosystem for professional development. As more talented people are gathered in the city, Shanghai is ready to make greater contribution to China’s overall high-quality development. Business Environment Innovations to Lead International Supply Chains Already having established itself as an international center of economy and finance, Shanghai now aims to develop as a global hub of the headquarters economy, an Asia-Pacific supply chain control center, and a global center of trade and consumption. Meanwhile, it continues to improve the local business environment and has recently launched the “Business Environment 4.0 Program” to ensure smoother operations and a better experience for businesses. In particular, 207 measures under 31 categories have been designed to optimize administrative services, business life cycle management, market competition environment, business-targeted services, and policy implementation effectiveness and efficiency. These all-round reforms have been concretely implemented to create an internationally leading market-oriented business environment ruled by law, where market players can unreservedly push forward and reach new heights. Shanghai is well on the way to playing a leading role in global resource allocation, and living up to its mission to become a central point for China’s domestic economic circulation and a strategic link connecting domestic and international markets. |
