There is no hardcopy of the Annex 2. 1.船长声称附件2有50多页,且每季度更新一次公司没有要求打印附件2。只保留电子复印件是符合要求的。 2.港口国监督检查官要求必须准备好纸质副本并且电子副本未经批准 3.船长立即打印了附件2,港口国监督检查官记录其为缺陷,行动代码为 17/10 1.Master of the vessel claimed there are 50+ pages of the Annex 2 and it updates quarterly, company instructed there is no requirement to print the Annex 2. Keep the electronic copy would fulfill the requirements ; 2.PSCO requested it must be ready and there is no approval for electronic copy; 3. The Master printed the Annex 2 immediately, the PSCO marked it as deficiency with action code 17/10. 你同意港口国监督检查官开具的缺陷和采取的纠正行动吗? Do you agree with the deficiency and action by the PSCO? 3 总结Summary 虽然有部分港口国监督检查官坚持缺陷合理,但多数人还是认为该缺陷不合理,原因如下: 1.无明确规定要求《船上油污应急计划》所附的联络名单须以纸质副本的形式保存。 2.现在船舶、船员证书及船上航海出版物均可采用电子/数码格式保存。因此,没有充分的理由说明,仅保存《船上油污应急计划》中联系清单的电子副本是不符合规定的。 3.批准《船上油污应急计划》的船旗国/被认可组织签发了一份声明,允许船东使用储存在光盘或者硬盘中的电子附件1及附件2,而非纸质副本。 4.不论清单是以纸质副本或电子形式提供,只要清单是方便查阅的最新版,并有适当的备份,就不应被视作缺陷。 Though some PSC officers confirmed justification of the deficiency , majority’s view showed disagreement on the deficiency based on the following: 1. There seems no specified requirement for the list of contact annexed to the SOPEP to be carried in hard copy only ; 2. Now certificates for ship and crew and nautical publications on board can be provided in electronic/digital format. Therefore , it seems no good reason WHY the electronic copy of the list of contact to the SOPEP can’t be accepted; 3. There are Flags/ROs who approved the SOPEP issued letter to allow the ship owner to use the electronic Annex 1 and 2 saved in the floppy disk or hard disk instead of printout; and 4. No matter the list is provided in hard copy or in electronic format , as far as the list isreadily accessible and up-to-date and with appropriate backup, no deficiency would be re.corded.
