散货船船首压载舱的滞留缺陷解析

前天,小伙伴反应了一则新加坡PSCO开具的滞留缺陷,希望能解释下。
缺陷

02199    Other (Structural condition)    

THE FOREPEAK TANK DEWATERING VALVE WAS UNABLE TO BE OPERATED REMOTELY FROM THE SHIP'S OFFICE AS THE VALVE COULD NOT BE ENGAGED WITH REMOTELY CONTROLLED MOTOR MOUNTED ON TOP; AND THE DEWATERING VALVES FOR FORWARD PAINT STORE AND PUMP ROOM WERE UNABLE TO BE FULLY CLOSED USING REMOTE CONTROL MEANS IN SHIP'S OFFICE.  (由于遥控操作马达不能啮合,首间舱排水阀无法在操控室进行遥控操作;同时,油漆间和泵舱内的排水阀在遥控的情况下,不能够完全关闭)

依据:  Res. MSC.168(79), S74/CXII/R13    

处理意见:30 - Detainable deficiency  

解析

S74/CXII/R13: Refer to the Interpretation of SOLAS regulation XII/13 (MSC/Circ.1069).(This regulation applies to bulk carriers regardless of their date of construction)

 1 On bulk carriers, the means for draining and pumping ballast tanks forward of the collision bulkhead and bilges of dry spaces any part of which extends forward of the foremost cargo hold shall be capable of being brought into operation from a readily accessible enclosed space, the location of which is accessible from the navigation bridge or propulsion machinery control position without traversing exposed freeboard or superstructure decks. Where pipes serving such tanks or bilges pierce the collision bulkhead, valve operation by means of remotely operated actuators may be accepted, as an alternative to the valve control specified in regulation II-1/12, provided that the location of such valve controls complies with this regulation.

2 Bulk carriers constructed before 1 July 2004 shall comply with the requirements of this regulation not later than the date of the first intermediate or renewal survey of the ship to be carried out after 1 July 2004, but, in no case, later than 1 July 2007.

翻译下来:

1、追溯性自2007.7.1日之后,对于所有散货船应满足该条要求;

2、散货船上,用于排放和泵吸位于防撞舱壁前方的压载舱的压载水,和任何部位延伸至首货舱前的干燥处所的舱底水的设备,应能从一个可进入的围蔽处所内将其运行,该围蔽处所应能从驾驶室或主机控制站进入而无需穿过露天干舷甲板或上层建筑甲板。如果用于这些舱或舱底水的管路穿过防撞舱壁,作为第II-1/12条规定的阀的控制的替代措施,只要此类阀门控制器的位置符合本条的规定,也可接受通过遥控启动阀门操作的装置。

MSC/Circ.1069:该通函是对上面条款的解释

1 The spaces where availability of pumping systems is required in accordance with paragraph 1 of SOLAS regulation XII/13 should be the same watertight spaces where water level detectors are required in accordance with paragraph 1.3 of SOLAS regulation XII/12.(水位探头要满足SOLAS XII/12 1.3的要求——散货船要装设水位探测器,发出声光报警

2 This means that paragraph 1 of regulation XII/13 does not apply to the enclosed spaces the volume of which does not exceed 0.1% of the ship's maximum displacement volume and to the chain cable locker.(锚链间和当围蔽处所内的容量不超过船舶最大排水量的0.1% 时,不必安装此类报警器

缺陷判断要点

1、散货船

2、水位探测器应发出声光报警(giving audible and visual alarms),报警位置在驾驶室内

3、货舱在水位高出最低处0.5 m 时应发出听觉和视觉报警。锚链舱以外的任何干燥处所或空舱,延伸至首货舱前方的任何部位,当围蔽处所内的容量不超过船舶最大排水量的0.1% 时,不必安装此类报警器(判断缺陷前应看下空间的尺寸)

4、为方便操作排水,防撞舱壁前方的压载舱,仅仅在甲板上能够操作的做法是不够的,一定要可以安装遥控装置关闭阀,并且确保好用。公约这样要求是因为:当处于大风浪天气情况下,船员无法通过露天甲板打开压载管系控制阀,排除艏尖舱内的压载水。如在露天甲板仅安装有下图操作阀是不可以的。
