劣质燃油处理建议

根据最新反馈美国、新加坡、香港、巴拿巴等地,均发现了劣质燃料油,ISO化验是合格的,发现不了问题。处理建议如下:

1、加油前,老轨应留存好油样,按照标准取样办法取样,燃油化验单(MSDS),避免混舱加油,一旦出问题,撇不清关系

2、加油后,老轨应组织试验使用新油,一旦发现为劣质燃油,立即停用封存,并拍照,记录,按照公司SMS体系的要求,以重大不符合项目的方式,上报公司主管领导。并强烈表达要求停止使用劣质燃油。不要凑合使用,因为一旦机器出现故障,公司有足够的理由追究责任。再次提醒:千万不要心疼公司的钱

3、劣质燃料油的出现,船员是受害者,甚至加油船也是受害者。作为船员一定要记住责任撇清,不要用于承担责任,再牛逼的个人也斗不过组织。

5、以上是对昨日早上一封提醒消息的反馈:据今早可靠消息,一艘大型集装箱轮在香港加装了劣质380燃油,船舶燃油系统出现故障。老轨有可能被追究责任。传统标准的ISO8217测试方法无法发现燃油的问题。而CAS No. 599-64-4测试方法发现了污染物质,各轮加油时应提前查看MSDS或相关材料的化验方法,再次提醒:iso8217方法失效,美国,新加坡,香港加油均不安全,务必擦亮双眼

6、休斯顿30艘,至少50艘次船舶在美国受污染,甚至于说主机故障。各位小心吧(The recent news from Veritas Petroleum Services (VPS) regarding fuel contamination issues, which hit over 30 vessels in Houston is hard evidence of the serious problems and challenges that we have within the bunkering industry.  The reality is that there have already been many rumors already this year about the significant outbreak of fuel quality issues in the US Gulf Coast between February and April.  It has been estimated that at least 50 ships have seen claims, due to problem fuel, causing a range of technical issues, and in some cases a complete loss of main engine power.)

Q 1 – Are bunker delivery notes, with details of fuel oil for combustion purposes, kept available on board for the required period of 3 years?

加油舱单在船保存3年,填写完整,且硫含量记录会跟MSDS,油类记录簿对照着看。 

缺陷代码: 14604 – Bunker delivery notes. 

处理意见: 17. 

公约依据: Annex VI, regulation 18.5 and 18.6

Q 2 – Do bunker delivery notes indicate that fuel oils delivered and used on board is not exceeding the maximum allowed sulphur content, as appropriate?

燃油硫含量应低于 3.50% m/m (MARPOL Annex VI, regulation 14.1.2) or 或低于0.10 % (在排放控制区内).中国限制区低于0.5%, 通过取样化验或者根据加油舱单和油类记录簿来核实。 

缺陷代码: 14617 – Sulphur content of fuel used. 

处理意见: 17, 或滞留 

公约依据: Annex VI, regulation 14.1.2 and 14.4.3

Q 3 – Do ships which are using separate fuel oils to comply with the maximum sulphur content of 0.10% m/m in fuel oil while operating in SOx ECA, have a written procedure showing how fuel oil change-over is to be done for achieving compliance with the above requirements when entering SOx ECA?

核查换油程序,航海日志也应记录

公约依据:Annex VI, regulation 14.6

Q 4 – Are alternative arrangements, (e.g. scrubbers) installed on board according to regulation 4.1 approved by the flag State?

核查是否有安装,如安装是否有认可证书(在IAPP证书的附件中会有体现)

缺陷代码: 14699 – Other (MARPOL Annex VI).

处理意见:17或者滞留 

依据: Annex VI, regulation 4.1

Q 5 – Do ships which are using separate fuel oils to comply with the maximum sulphur content of 0.1% m/m in fuel oil and entering or leaving SOx ECA, record detailed information showing that the ship has completed/initiated the change-over in the logbook prescribed by the Administration?

检查换油记录,是否匹配

缺陷代码: 14612 – SOx records recording.  

处理意见: 99 - from now on or training

Q 6 – Do ships which have rechargeable systems containing ozone-depleting substances (refer to the supplement to the IAPP Certificate, item 2.1), have the ozone-depleting substances record book maintained?

有消耗臭氧物质的新装置,禁止船上安装。查看IAPP证书上标明(含有消耗臭氧物质)装置是否与实船相一致。特别是一些老旧的小空调。 《消耗臭氧物质记录薄》应按规定记录。

处理意见: 17, 99

公约依据:Annex VI/R12.6

Q 7 – Where an Approved Method in accordance with Annex VI, regulations 13.7.1-13.7.5 (refer to the supplement to the IAPP Certificate, item 2.2.1) is installed, has such an installation been confirmed by a survey using the verification procedure specified in the Approved Method File, including appropriate notation on the ship's IAPP of the presence of the Approved Method?

小日本滞留新趋势,业界需抓紧自查

艹,这个是缺陷高发地带,换的备件不一样只能修船了,还要罚款

比如EIAPP证书没有或者不在船; 没有按照technical files维护保养和记录关键性构件的保养和更换,主要构件更换不符合要求。 缺陷代码: 14601Technical files and if applicable, monitoring manual, 14602Record book of engine parameters.

Q 8 – For ships equipped with a shipboard incinerator or thermal waste treatment device installed as an alternative arrangement, is the ship’s crew responsible for the operation of the equipment familiar with, properly trained in, and capable of implementing the guidance provided in the manufacturer’s operating manual?

焚烧炉是否能正常工作(正常燃烧和高温报警正常) ;是否持有形式认可证书;是否焚烧违禁物质或违反港口法律焚烧。参考阅读:焚烧炉是个坑,10艘次滞留,合理么?!

处理意见: 17.

Q 9 – Are the master and crew familiar with essential shipboard procedures in the approved VOC Management Plan relating to the prevention of air pollution from ships?
