Low Sulphur Fuels Requirements 低硫燃油規定】

Part I: Applied for SEA areas.

The regulations require ships to use low sulphur fuels within the controlled sea areas.

The operation of fuel changeover shall be carried out in advance BEFORE arriving at the controlled area.

1 部分:適用於 海域 。

法規要求船舶 在管制海域內 使用低硫值燃油。

抵達管制區就應開始提前換油作業。

Part II: Applied for PORT area.

The requirement applies on ships at berth, meaning as from the moment when the ship is securely moored or has anchored in port.

The operation of fuel changeover shall be carried out within 1 hour after arrival at berth and within 1 hour before departure.

法規適用於 船舶開始穩固地繫泊或碇泊於港內的時刻

換油作業應於 穩固地繫泊或碇泊於港內後 1 小時內 以及 解纜/起錨前 1 小時內 完成。

1) MARPOL – SOx ECA [Ref. MARPOL Annex VI(6) – Reg.14.4]

While ships are operating within Emission Control Areas (ECA), the sulphur content of fuel oil used onboard ships shall NOT exceed the following limits: 0.1% (from 2015.01.01)

2) USA California OGV Fuel Regulation 美國加州遠洋船舶燃油規定 [Ref. CARB Marine Notice 2013-1]

The California Ocean-Going Vessels (OGV) Fuel Regulation requires ships to use cleaner, low sulfur marine distillate fuel* in ship main engines, auxiliary engines, and boilers within 24 nm off the coast of California, including islands.

[* marine distillate fuel includes Marine Gas Oil (MGO)(DMA) and Marine Diesel Oil (MDO)(DMB)]

3) EU Ports 歐盟港口 [Ref. EU Directive 2005/33/EC – Article 4b]

With effect from 1 January 2010, Member States shall take all necessary measures to ensure that the following vessels do NOT use marine fuels with a sulphur content exceeding 0.1 % by mass:

(a) inland waterway vessels; and

(b) ships at berth* in Community ports, allowing sufficient time for the crew to complete any necessary fuel-changeover operation as soon as possible after arrival at berth and as late as possible before departure.

[*Ships at berth means ships which are securely moored or anchored in a Community port while they are loading, unloading or hotelling, including the time spent when not engaged in cargo operations. 在歐盟港口繫泊或碇泊的船舶]

4) Turkey 土耳其 [Ref. Turkish Chamber of Shipping Circular No 647 / 2011]

Marine fuels with Sulfur content higher than 0.1% by mass shall NOT be used after 2012.01.01 in internal water crafts and berthed ships* in the maritime domains in Turkey.

Ships passing Turkish Straits without calling to Turkish Ports shall NOT be subject to the rule of using bunkers with sulfur content not exceeding 0.1% by mass, as long as they proceed without calling to any Turkish Port. 單純通過土耳其海峽並未前往任何土耳其港口之船舶不需使用 0.1%低硫油。

[* berthed ships: ships safely moored or anchored within the boundaries of a port during loading,

discharging or accommodation activities or during periods of time past without any cargo operations.]

5) Hong Kong 香港 [Ref. HK - Air Pollution Control (Ocean Going Vessels) (Fuel at Berth) Regulation] From 2015.07.01, the Air Pollution Control (Ocean Going Vessels)(Fuel at Berth) Regulation prohibits OGVs from using non-compliant fuel for operating any specified machinery during the prohibition period, i.e. the berthing period except the first hour and the last hour.

合規格燃料(compliant fuel)低硫船用燃料(low sulphur marine fuel),指含硫量不超過 0.5%(重量計)的船用燃料(marine fuel with sulphur content not exceeding 0.5% by weight)

指明機械(specified machinery)主引擎(用作推進該船隻時除外)、輔助引擎、鍋爐及發電機(mainengine (except when it is used for the propulsion of the vessel), the auxiliary engine, the boiler and the generator.)

6) China 中國
