自修,也会被滞留,一条就够了!

船舶航行期间,会出现一些故障,临时修理不可避免,那么问题来了:临时修理PSCO会不会接受?不接受怎么办?

2018年5月,USCG滞留了9艘船舶,涉及我国的船舶一艘香港籍船舶。正好符合我们今天讲的主题

缺陷:0610 - Lifeboats

A lifeboat arrangement for freefall launching shall be so constructed that it is capable of rendering protection against harmful accelerations resulting from being launched. There are at least ten patches throughout the entirety of the lifeboat’s hull. An additional two areas of the hull show signs of severe deterioration, exposing this lifeboat's interior fiberglass. The identified patches and damage do not have any documentation or approval and

compromise the watertight integrity of the lifeboat.

救生艇艇壳上至少有十个补丁,两处严重损坏。救生艇壳的修理,没有任何认可文件,不能保证救生艇的水密性能

根据tokyo-Mou的信息,LINTAN(9715206),2015年3月15日铺设龙骨,在亚太区域接受过3次PSC检查,记录良好,属于低风险船舶。下水三年左右的新造船被滞留,而且仅仅一条缺陷,让人意外,仔细研究这个缺陷,root cause可能是两点:

1、公司:岸基支持不到位,船员对损害的救生艇壳进行了修理,按照公司的体系要求,这种重大不符合项目,会进行汇报,出现这种情况,很有可能管理公司没有进行及时的安排修理。

2、船员:船员对损坏的救生艇壳进行了临时修理,可谓尽心尽力,有一点却忽略了,作为关键设备,在进行临时补救修理后,应联系class进行确认,救生设备无小事,缺陷中也强调,没有任何文件可以确认救生艇的水密性得到了保证。如PSCO检查时,能够出具验船师的检验报告,显然不会出现滞留的情况。再次,提醒各位船长,关键设备的自修,一定要找船级社验证一下,除非能做到第三条

船员对设备的临时性修理,PSCO能否接受呢?答案是否定的,既然PSCO可以以此滞留船舶,船上操作才可以让PSCO接受呢:

1、船舶发现应急故障时,应向公司报告的report,也就是不符合项报告,请保留报告,说明修理措施,及计划

2、修理完毕后,正常渠道是向船级社申请检验,或者靠岸正常修理,相关方出具检验报告。

3、如感觉船方修理水平较高,PSCO不能发现,请忽略1,2。

过去几个月,这种缺陷也很多,大家可以复习下,特别注意,这类缺陷一般都是ISM相关缺陷
