2022年CIC已结束,快来看看PSCO用哪些缺陷滞留船!

2022年的东京备忘录CIC已过去了一个月,有好朋友发信息问:今年PSCO都开具了什么缺陷?滞留了哪些船?

在CIC开始检查的时候,老编已经做了推送,告知大家会检查什么,哪些会滞留船舶,大家可以复习一下:CIC即将开启,PSC会开什么缺陷?PSC会怎么滞留船?安排明白……

然后根据今天的推送,对照一些,老编说的准不准,有没有完全覆盖(实际上,是全覆盖)

阳康后,还有点不利索,老编费了牛劲整理了这一期,大家凑合看吧。

有朋友关心老编,问感染情况。

老编经常熬夜写文章,锻炼少,所以自愈的时间比较久,目前还有些咳嗽,实际上,不要听一些王八蛋专家的忽悠,这个奥密克戎比感冒要厉害多了,据老编的朋友圈观察,基本上没发现无症状感染者,那些专家所谓的98%的都是无症状,在方舱里跳广场舞、吃吃喝喝,学习或者健身的,不是群演就是核酸公司造假……

烧起来,哼哼几下的,都算硬汉了……

根据油类记录薄,2022817日的7点到8点,船舶正在进行加油操作,而劳动休息时间记录薄记着老轨正在休息,二者存在矛盾。(这次CIC,休息记录时间不让滞留船舶,如果没有这一条限制,指定要滞留船舶的)

The  ship was not comply with rest hours as the crew were unable to have a rest  due to the high temperature inside the accommodation, while checking the  temp. atL.M.T 12.00 noted crew cabins temp. 40 degree, E/R control 46 degree,  bridge was 40 degree.

Q.1*--Vessel minimum safe manning require a total of 2 X III/5 and 3X II/5 however only 1 of the able bodied seaman has II/5.The rest of the crew do not poss the correct qualification as per minimum safe manning certificate.

该轮MSMD要求普通船员配置为2个高级值班机工和3个高级值班水手,但实际仅有1名高级值班水手,其他普通船员不满足STCW公约II/5和III/5的最低培训要求。

关于“高级值班水手”和“高级值班机工”的适任要求由STCW公约马尼拉修正案(2010年修正案)新增,即CII/5条"able seafarer deck"和CIII/5条"able seafarer engine"的强制性最低发证要求。在此之前,STCW公约中只有CII/4条和CIII/4条对组成航行值班和机舱值班部分的普通船员发证的强制性最低要求。该修正案于2012年1月1日正式生效,经过5年的过渡期,自2017 年1 月1日起全面实施。部分船旗国如利比里亚、马绍尔群岛等已经通告注册在本船旗国的船舶根据船舶安全配员证书要求配置高级值班水手和机工,但也有部分船旗国未作强制规定。因此,在判定此类缺陷时,须严格参照船舶MSMD要求。

该轮船长健康证书2022年7月9日到期,虽然检查时还未超过3个月,但应在达到有缔约国认可从业医生的靠泊港口时重新体检发证。关于高级消防培训合格证书,STCW公约附则VI章3.1条要求制定负责控制消防行动的船员应接受完整的消防技术高级培训,尤其强调组织、策略和指挥。而A部分-VI/3又明确了此项能力标准的详细解释,其中一项为“对探火和灭火系统的检查”。

该轮三管轮被指定负责消防设备检查工作,则应按照STCW公约要求进行高消培训并持有相关培训合格证书。
